Lawmakers push measure on Israel's self-defense

WASHINGTON (AP) ? A bipartisan group of senators is pushing a resolution saying that if Israel attacks Iran in self-defense, the United States will assist its Mideast ally.

Senate Foreign Relations Committee Chairman Robert Menendez and Republican Lindsey Graham are chief sponsors of the measure, which specifies the U.S. would provide military, diplomatic and economic support to Israel. They said Thursday that the resolution is a clear message to Iran that the U.S. will take all necessary steps to ensure it doesn't acquire a nuclear weapon.

Graham said the nonbinding resolution is neither a declaration of war nor authorization to use military force.

The senators told a Capitol Hill news conference that they hope to pass the measure before President Barack Obama's trip to Israel in April.

Every day, Google's smartphone operating system Android is installed on more than 1.3 million mobile terminals. After that, countless mini-programs are added from the Google Play Store onto the smartphones. However, not every app is working at 100 percent.

"It's kind of sad that Google Play needs to have a '15 minute refund period' due to the lack of quality control in their app store", a New Zealand developer already wrote last year on Twitter. An analyst even described Android as the "wild West of the apps". The computer scientists in Saarbrcken want to bring law and order into this wilderness. "Unfortunately, apps are that complex that it's costly in terms of time and also very tough to detect most of the programming errors", explains Konrad Jamrozik, doctoral candidate at the chair of Software Engineering at Saarland University in Saarbrcken.

In collaboration with his research colleague Florian Gross and professor Andreas Zeller, he developed software named "Droidmate" which tests Android apps automatically. "From now on, developers shall produce working apps with a maximum of guarantee and a minimum of effort by using Droidmate", says Jamrozik. To achieve this, Droidmate simulates the user for the apps which need to be tested. It carries out all possible operation steps, including pressing of virtual keys, and even swiping over the touch-sensitive display is planned in the near future.

In doing so, Droidmate takes advantage of novel methods. Besides graphical user interface construction, genetic algorithms are also counted among those methods. "They work quite similarly to biological evolution. Many test cases are produced arbitrarily. In the next step, those which appear useful get selected. Now, the system modifies them a little and combines them with each other to create a new generation of user input", explains Florian Gross. This generation and the following one also undergo a process of selection and new combination. By using a special optimizing technique, the researchers guarantee that every program code is tested as far as possible. Revealed failures are passed on to the developer.

In addition to the testing, Jamrozik discovers another application of Droidmate: to put a stop to apps that are spying on user data. Plus, it could be extended to define failure patterns in faulty apps and to continue to use them immediately for the testing of similar apps. "The ability to thoroughly explore interactions with an app can also serve as a basis for automatic generation of documentation of the application", explains Jamrozik.

The prototype already works for established apps with simplified algorithms. Now, the researchers are going to present them at the Cebit. They will be supported by a robot arm, which will operate apps on a tablet PC. But this is only a show for the expo visitors. The software doesn't need an arm, just the particular app for the input.

Nook leads decline as Barnes & Noble Q3 2013 revenue down 8.8 percent to $2.2 billion

Barnes & Noble revenue down 88 percent over last year to $22 billion

Currently the subject of many a rumor, Barnes & Noble just announced its quarterly results for Q3 2013 (its current fiscal quarter), showing what many expected: revenue is down almost 9 percent over last year to $2.2 billion, with gross earnings showing a precipitous 63 percent decline to $55.5 million. Despite well regarded (and priced) tablets, Nook business took one of the biggest hits, taking in only $316 million compared to $427 million over last year, a decline of nearly 26 percent. The company recently denied innuendo that it might be stepping away from Nook hardware altogether, but said in today's statement that it'll be "calibrating its business model" to look at reducing costs in the segment. However, with other expenses considered, the company has dropped $47 million so far this year, compared to a loss of only $11 million at the same time last year -- a trend which the Amazon competitor will need to put the brakes on, one way or the other.

Quick Daily Review #57: God of War ? Ascension Demo [Video Game]

God of War: Ascension, the prequel to the God of War games, hits stores on March 12th, but the single player demo hit the PlayStation Store today. So today marks the first time the QDR has been a video game demo review. A lot of folks were worried that the single player of this game would suffer due to the inclusion of the multiplayer mode since Ascension marks the first time a God of War game has had multiplayer.? After beating the demo twice now, I don?t believe that fans should have anything to worry about.

The demo begins with Kratos chained up by the furies, and he?s later taunted by one who breaks his bottom chains and that?s when we?re off to the races. It is very much God of War; exactly what you would expect from the series. It?s a button mashing, hack-and-slash, but the combat is every bit as good as its predecessors. There are a few changes to the combat, such as the rage meter, and the new ability to use your opponent?s weapons (and the ability to spring, which I don?t believe the other games in the series had), but it is for the most part the same. And that is a good thing as far as I?m concerned, because the combat in God of War has always been very satisfying.

This demo should run you 30 minutes or so, give or a take a few minutes. The gameplay is exactly what you would be expecting: battle waves of enemies until the path opens up and you go to the next area to battle another wave of enemies. The God of War formula boat hasn?t been rocked with this, at least not in this demo.

One thing you?ll notice, and we?ve come to expect from the series, is that the game looks absolutely amazing and feels very good as well. This one is very cinematic, and it works wonderfully because the game is just so awesome to look at. The demo has a couple of mini-boss battles leading up to the big boss battle (which you don?t get to play here), and there?s some great action sequences leading up to these or immediately following them. One of my favorite parts of the demo was guiding Kratos as he slid down a crumbling tower/building into the sewers? very reminiscent of the flying/dodging sequence from the God of War 3 demo.

I previously participated in the beta for the multiplayer portion of the game and honestly enjoyed it a lot more than I figured I would like God of War multiplayer; it is pretty fun to play this kind of game against other real people. The multiplayer beta had a few hiccups, as you would expect from a beta months out, such as stuttering and it froze my system a couple of times. As solid as the multiplayer was, even in beta form, it wasn?t enough to sell me on Ascension. I needed to see, to feel, the single player. Now that I have, I have absolutely no doubt that Ascension will deliver a top notch single player campaign that we God of War fans expect from the series.

If you have a PS3, you definitely need to visit the PS Store and download this demo. It?s a little over 3GB. The demo also contains some bonus content that most of us probably aren?t interested in. Yes, when you start the demo up you?re going to have to listen to the game director talk a bit and then watch a trailer for the History channel?s ?The Vikings? mini-series. The bonus content is a couple Ascension and Vikings trailers/featurettes; nothing amazing, but potentially something cool if you?re looking forward to The Vikings.

You may notice a dip in the framerate sometimes, but by and large God of War: Ascension is a beautiful game that?s also a ton of fun to play.

Europe Welcomes Blunt Kerry, Who Says Americans Have 'Right to Be Stupid'

Newly minted Secretary of State John Kerry is making friends, as well some waves on his first European tour as America's top diplomat.

Kerry showed off his foreign-language skills in Paris Wednesday, speaking to French President Francois Hollande and U.S. Embassy staff and their families in French.

He began the meet-and-greet in French, but switched to English after a few remarks to tell the crowd he was "happy to be here," according to reporters traveling with the secretary. U.S. Ambassador to France Charles Rivkin had introduced the secretary with a reference to personal history with the State Department, saying that Kerry had the Foreign Service in his blood.

Kerry joked to a chuckling audience that while the foreign service might be in his blood, he had "no intention of bleeding."

Offering a hearty traditional English breakfast, Prime Minister David Cameron kicked off Kerry's journey in London Monday that will cover nine countries in Europe and the Middle East in 11 days. Cameron joked that the secretary will need "a good breakfast to prepare him for the long trip ahead."

But it was in Berlin on Tuesday, a city where Kerry famously spent time as a child while his father served as a diplomat, where the new secretary of state made comments that delighted the crowd abroad but raised eyebrows at home.

Speaking in a town hall with German students, where reporters traveling with secretary said he was treated like a rock star, Kerry, 69, was asked a question about the Arab Spring and subsequent protests. As expected, the former Massachusetts senator and Vietnam vet spoke about the U.S. ideals of freedom of speech, religion and expression. But he was unexpectedly blunt, telling the students that Americans "have a right to be stupid."

"People have sometimes wondered about why our Supreme Court allows one group or another to march in a parade even though it's the most provocative thing in the world and they carry signs that are an insult to one group or another," Kerry said, making the crowd laugh. "The reason is that's freedom, freedom of speech. In America you have a right to be stupid, if you want to be."

Kerry called that right "a virtue" worth fighting for. He said he understood the frustration of young people in the Middle East and around the world who want the right to express themselves.

Protests in the Arab world, and particularly in Egypt, have been commonplace since the country's revolution two years ago that overthrew Hosni Mubarak and led the way to the election of Mohammed Morsi, the leader of the conservative Muslim Brotherhood party. Issues related to the protests have included Morsi's attempting to crack down on political dissent by issuing decrees and outrage and anger over four Egyptian students' being arrested for doing the dance craze " Harlem Shake" in their boxers.

"You have intolerance in a number of different kinds of religions or points of view in different things," Kerry told the students in Berlin. "I know that Islam is not represented by a lot of jihadists and others. I know it's a beautiful religion."

Balloon crash deepens pall on tourism-dry Luxor

LUXOR, Egypt (AP) ? The fiery crash of a sightseeing balloon that killed 19 tourists has cast a further pall over this city of ancient temples and tombs, already perhaps the hardest hit by Egypt's two-year drop in tourism, which has left hotels here empty and residents desperate for income.

Some connected to the tourist trade in Luxor, a city utterly dependent on foreign visitors to survive, were seething with anger Wednesday at the country's Islamist president for his silence over the crash.

Mohammed Morsi has yet to publicly speak about the tragedy ? and some here took that not just as insensitivity to the victims' families but as indifference to the vital tourism trade.

"Morsi should have taken a plane and come here," Salah Zaky, one of the owners of the five-star Steigenberger Hotel in Luxor , 510 kilometers (320 miles) south of Cairo . "The whole world is watching and he is asleep. It's as if there is no government."

Morsi spoke by telephone to Luxor's governor to discuss the balloon disaster, according to state media. Hours after the crash, he spoke live on TV at a meeting with political leaders ? but only about upcoming parliamentary elections, without mentioning the crash.

"They don't care if this hotel closes. They only care about the ballot box," Zaky said, referring to the Muslim Brotherhood, the fundamentalist group from which Morsi hails and which has dominated all elections held since Mubarak's ouster.

Nine of those who died in Tuesday's crash were in a tour group from Hong Kong that was staying at the Steigenberger. The husband of one of the victims had chosen not to go on the balloon ride and watched from the ground as it burst into flame and plummeted to the earth, with his wife, daughter, sister and brother-in-law on board, hotel staffers said. The man flew out of the country Tuesday evening.

Investigators were still gathering evidence about the cause of the crash, the head of the probe Walid el-Moqadem told The Associated Press, refusing to give details. He said investigators had not yet questioned the balloon's pilot, who survived the crash with severe burns.

"He could barely open his eyes," el-Moqadem said.

The hot air balloon was carrying 20 tourists from Hong Kong, Japan, Britain, Belgium and France on a sunrise flight over Luxor's dramatic pharaonic sites and desert landscape.

The disaster occurred when it was trying to land, just after 7 a.m. Tuesday. Initial investigations suggested that the fire broke out when a landing cable tore one of the balloon's fuel tubes, used to fire the burner that heats the air in the balloon. Investigators said it appeared the pilot jumped out of the balloon's gondola when the fire first broke out, still relatively close to the ground. The investigators spoke on condition of anonymity because the probe was not complete.

The balloon then rose back up, to some 300 meters (1,000 feet), the fire spread to the balloon itself, which burst. Amateur video taken from another balloon flying nearby shows it crashing it back to the earth like a fireball.

The only other survivor was a tourist from Britain, who may have gotten out at the same time as the pilot. He and the pilot were being treated in military hospitals in Cairo, as families of some of the victims arrived in the country to identify their loved ones.

For residents of Luxor, the main city in a province of around 1 million people, the tragedy only further added to their worries over the tourism trade on which they rely. Tourism is the main employer in the area ? and practically the only industry besides farming and a sole sugar factory processing the region's sugar cane crops.

Nearly everyone relies in some way on the visitors who come to visit the monumental ancient temples in Luxor and the Valley of the Kings, the desert valley where many of ancient Egypt's pharaohs, including Tutankhamun, were buried.

With little else to keep it going, the city has been hit hard with many foreign visitors staying away from Egypt amid the turmoil, protests and instability that have plagued the country since the fall of autocrat Hosni Mubarak in February 2011.

The number of tourists coming to Egypt fell to 9.8 million in 2011 from 14.7 million the year before, and revenues plunged 30 percent to $8.8 billion. Last year, the numbers climbed up to just over 10 million, but most tourists go to the beach resorts of the Red Sea, staying away from Nile Valley sites like Luxor.

In Luxor, "when tourism stalls, it affects the tour agents, the drivers, the boat owners, vegetable and fruit sellers, the groceries, the butchers and everybody else who are part of the cycle of life of tourism," said tour agent Medhat Ramadan, who nervously checked his IPad for the latest news on the crash.

"Even farmers who plant the food for horses that drive tourists in carriages are affected. It's all one cycle," he said.

Along with the depressed tourism, Egypt's economy in general has suffered amid the political turmoil. Constant protests, often turning into riots or clashes, along with political uncertainty, have dried up foreign investment. Foreign reserves, a key indicator for the economy's health, have shrunk by two thirds since Mubarak's ouster in February 2011.

The crash had one immediate effect with the suspension of all balloon rides in the area.

"This was one of the pillars of tourism here in Luxor. Now it is gone," said Ramadan. With tour companies forced to offer cheaper and cheaper packages to draw visitors to the city, offering balloon rides ? which draw a higher price ? was one way to pull in extra money for the companies, he said.

For months, hotels here have been reporting occupancy rates below 30 percent ? often well below, even in the winter high season, when normally they are nearly full.

Zaky said the Steinberger has averaged only 25 percent occupancy and has had to cut a quarter of its 400-member staff. At the same time, his gas bill has doubled and electricity costs rose 20 percent in recent months because of price hikes by a government trying to close rampant deficits.

Hesham Youssef, who runs a sailboat offering trips for tourists on the Nile River, said he sometimes goes for three days without a client.

He said Morsi is good ? "a man of the poor, he always mentions God's name." But, Youssef said, "he needs to come out and say something about what happened to those tourists. It is not his fault because what happened was something from God, but he must say something."

Tharwat Agamy, from Luxor's Tourism Chamber, said there was no immediate word on cancellation as a result of the balloon crash, but he feared they would soon happen.

"The whole world is talking about this right now. We are doing our best to push tourism forward but this will take us back many steps back,' he said.

Most Women Wait More Than 6 Weeks to Have Sex After Childbirth

Most women say they start having sex again six to eight weeks after giving birth to their first child, according to a new study from Australia.

The study periodically surveyed 1,507 first-time mothers living in Melbourne, Australia about their sexual activity within the first year after childbirth.

Overall, 41 percent said they had resumed vaginal sex within 6 weeks after delivering their baby, 65 percent by eight weeks, 78 percent by 12 weeks and 94 percent by 6 months.

Generally, the women said they had engaged in some type of sexual contact before resuming vaginal sex, with 53 percent saying they had engaged in some type of sexual activity by 6 weeks after childbirth.

Operations such as a Caesarean section, or the use of forceps during delivery tended to delay the resumption of sex. At 6 weeks, 45 percent of women who had a undergone a C-section and 32 percent who had had n assisted birth said they had resumed vaginal sex.

An incision or tear in the perineum, the region between the vagina and the anus, reduced the likelihood of having sex at 6 weeks: just 32 percent of women who had had an incision and 35 percent who had sustained a tear had resumed sex at this time.

Because just 10 percent of women will give birth to their first child without suffering a trauma to the perineum, it is reasonable for most couples to anticipate a delay to the start of vaginal sex after childbirth, the researchers said.

"This is useful information for couples to know before their baby is born, and may help reduce feelings of anxiety and guilt about not resuming sexual activity sooner," said study researcher Ellie McDonald, of the Murdoch Childrens Research Institute in Melbourne.

Because the study was conducted in Australia, it's not clear if the results apply elsewhere.

Many factors influence when a couple engages in sex again after childbirth, and the decision will be different for each couple. Many doctors recommend delaying sex for four to six weeks after childbirth to allow the cervix to close, bleeding to stop and tears to heal, according to the Mayo Clinic.

When couples do start having sex again, proper use of birth control is important if the couple does not want another child right away. Some studies show that a short time period between pregnancies is linked to an increased risk of complications such as preterm birth and a low birth-weight baby.

The study will be published Feb. 27 in the BJOG: An International Journal of Obstetrics and Gynaecology.

Pass it on: After childbirth, most women say they start having sex against within six to eight weeks.

Researchers explore PKC role in lung disease

A JGP study examines the role of PKC in airway smooth muscle contraction and raises the possibility that this enzyme could be a therapeutic target for treating asthma, COPD, and other lung diseases. The researchers used phase-contrast video microscopy, confocal microscopy, Western blot analysis, and pharmacological activators and inhibitors to investigate the role of PKC in airway SMC contraction in mouse lung slices. Their results suggest that activation of PKC in small airways promotes an influx of calcium into SMC and subsequent intracellular release of calcium ions to generate low frequency SMC twitching. PKC activation also induces a strong calcium ion sensitization of contraction, eliciting a stronger contractile response to stimuli that increase free intracellular calcium. Consequently, PKC activation downstream of various molecules, such as thrombin, that are present in the airways in conjunction with inflammatory lung diseases, could sensitize the airway SMCs to contractile stimuli and contribute to the airway hyper responsiveness that is characteristic of asthma and COPD.

VATICAN CITY (AP) ? On Monday, April 4, 2005, a priest walked up to the Renaissance palazzo housing the Vatican's doctrine department and asked the doorman to call the official in charge: It was the first day of business after Pope John Paul II had died, and the cleric wanted to get back to work.

The office's No. 2, Archbishop Angelo Amato, answered the phone and was stunned. This was no ordinary priest. It was Cardinal Joseph Ratzinger, his boss, who under the Vatican's arcane rules had technically lost his job when John Paul died.

"It tells me of the great humility of the man, the great sense of duty, but also the great awareness that we are here to do a job," said Bishop Charles Scicluna, who worked with Ratzinger before he became Pope Benedict XVI, inside the Congregation for the Doctrine of the Faith.

In resigning, Scicluna said, Benedict is showing the same sense of humility, duty and service as he did after the Catholic Church lost its last pope.

"He has done his job."

When Benedict flies off into retirement by helicopter on Thursday, he will leave behind a church in crisis ? one beset by sex scandal, internal divisions and dwindling numbers.

But the 85-year-old pope can count on a solid legacy: While his very resignation was his most significant act, Benedict ? in a quieter way ? also set the church back on a conservative, tradition-minded path.

He was guided by the firm conviction that many of the ills afflicting the church could be traced to a misreading of the reforms of the Second Vatican Council.

He insisted that the 1962-65 meetings that brought the church into the modern era were not a radical break from the past, as portrayed by many liberals, but rather a continuation of the best traditions of the 2,000-year-old church.

Benedict was the teacher pope, a theology professor who turned his Wednesday general audiences into master classes about the Catholic faith and the history, saints and sinners that contributed to it.

In his teachings, he sought to boil Christianity down to its essential core. He didn't produce volumes of encyclicals like his predecessor, just three: on charity, hope and love. (He penned a fourth, on faith, but retired before finishing it.)

Considered by many to be the greatest living theologian, he authored more than 65 books, stretching from the classic "Introduction to Christianity" in 1968 to the final installment of his triptych on "Jesus of Nazareth" last year ? considered by some to be his most important contribution to the church. In between he produced the "Catechism of the Catholic Church" ? essentially a how-to guide to being a Catholic.

Benedict spent the bulk of his early career in the classroom, as a student and then professor of dogma and fundamental theology at universities in Bonn, Muenster, Tuebingen and Regensburg, Germany.

"His classrooms were crowded," recalled the Rev. Joseph Fessio, a theology student of Ratzinger's at the University of Regensburg from 1972-74, and now the English-language publisher of his books.

"I don't recall him having notes," Fessio said. "He would stand at the front of the class, and he wasn't looking at you, not with eye contact, but he was looking over you, almost meditating."

It's a style that he's kept for 40 years.

"If you hear him give a sermon, he's speaking not from notes, but you can write it down and print it," Fessio said. "Every comma is there. Every pause."

Benedict never wanted to be pope and he didn't take easily to the rigors of the job. Elected April 19, 2005, after one of the shortest conclaves in history, Benedict was, at 78, the oldest pope elected in 275 years and the first German in nearly a millennium.

At first he was stiff.

Giovanni Maria Vian, editor of the Vatican newspaper L'Osservatore Romano, recalled that in the early days Benedict used to greet crowds with an awkward victory gesture "as if he were an athlete."

"At some point someone told him that wasn't a very papal gesture," Vian said. Benedict changed course, opting for an open-armed embrace or an almost effeminate twinkling of his fingers on an outstretched hand as a way of connecting with the crowd.

"No one is born a pope," Vian said. "You have to learn to be a pope."

And slowly Benedict learned.

Crowds accustomed to a quarter-century of superstar John Paul II, grew to embrace the soft-spoken, scholarly Benedict, who had an uncanny knack for being able to absorb different points of view and pull them together in a coherent whole.

He traveled, though less extensively than John Paul, and presided over Masses that were heavy on Latin, Gregorian chant and the silk brocaded vestments of his pre-Vatican II predecessors.

Benedict seemed genuinely surprised by the warm reception he received ? as well as the harsh criticism when things went wrong, as they did when he lifted the excommunication of a bishop who turned out to be a Holocaust-denier.

For a theologian who for decades had worked toward reconciliation between Catholics and Jews, the outrage was fierce and painful.

Benedict was also burdened by what he called the "filth" of the church: the sins and crimes of its priests.

As prefect of the Congregation for the Doctrine of the Faith, Benedict saw first-hand the scope of sex abuse as early as the 1980s, when he tried unsuccessfully to persuade the Vatican legal department to let him remove abusive priests quickly.

But it was 2001 before he finally stepped in, ordering all abuse cases sent to his office for review.

"We used to discuss the cases on Fridays; he used to call it the Friday penance," recalled Scicluna, who was Ratzinger's sex crimes prosecutor from 2002-2012.

Still, to this day, Benedict hasn't sanctioned a single bishop for covering up abuse.

"Unfortunately, Pope Benedict's legacy in the abuse crisis is one of mistaken emphases, missed opportunities, and gestures at the margin, rather than changes at the center," said Terrence McKiernan of BishopAccountability.org, an online resource of abuse documentation.

He praised Benedict for meeting with victims, and acknowledged the strides the Vatican made under his leadership. But, he said Benedict ignored the problem for too long, "prioritizing concerns about dissent over the massive evidence of abuse that was pouring into his office."

"He acted as no other pope has done when pressed or forced, but his papacy has been reactive on this central issue," McKiernan said in an email.

Benedict also gets poor grades from liberal Catholics, who felt abandoned by a pope who seemed to roll back the clock on the modernizing reforms of Vatican II and launched a crackdown on Vatican nuns, deemed to have strayed too far from his doctrinal orthodoxy.

Some priests are now living in open rebellion with church teaching, calling for a rethink on everything from homosexuality to women's ordination to priestly celibacy.

"As Roman Catholics worldwide prepare for the conclave, we are reminded that the current system remains an 'old boys club' and does not allow for women's voices to participate in the decision of the next leader of our church," said Erin Saiz Hanna, head of the Women's Ordination Conference, a group that ordains women in defiance of church teaching.

The group plans to raise pink smoke during the conclave "as a prayerful reminder of the voices of the church that go unheard."

But Benedict won't be around at the Vatican to see it. His work is done. "Mission Accomplished," Vian said.

And as the pope told 150,000 people in his final speech as pope: "To love the church is to have the courage to make difficult, painful choices, always keeping in mind the good of the church, not oneself."

Experts getting ready for the next asteroid

NASA budgeted $20 million dollars last year to look for objects that may hit the earth, but some scientists say more money should be spent on detection and ways to avoid a possible collision. NBC's Michelle Franzen reports.

The meteor that blew up over the Russian city of Chelyabinsk 11 days ago has provided a new focus for the effort to establish an international asteroid warning system, one of NASA's top experts on the issue says.

Lindley Johnson, the executive for the Near Earth Object Observation Program at NASA Headquarters in Washington, said that the Feb. 15 impact is certain to become "by far the best-documented meteor and meteorite in history" ? but at the time, he and his colleagues could hardly believe it was happening.

"Our first reaction was, 'This can't be. ... This must be some test of a missile that's gone awry,'" Johnson told NBC News.


The Chelyabinsk meteor exploded at an estimated altitude of 12 miles (20 kilometers) over the city of 1.1 million in Russia's Urals Mountains, setting off a shock wave that blew out windows, caused an estimated $33 million in property damage and injured more than 1,200 people.

It was doubly coincidental for Johnson and his colleagues: The meteor was thought to have been caused by the breakup of a 17-meter-wide (55-foot-wide), 10,000-ton asteroid that entered Earth's atmosphere and released the equivalent of 500 kilotons of TNT in explosive energy. All this happened just hours before a 45-meter-wide (150-foot-wide) asteroid, capable of setting off a city-killing blast, passed within 17,200 miles (27,680 kilometers) of our planet. Adding to that coincidence, researchers from around the world were gathered in Vienna for talks aimed at moving forward with an international network to deal with ... asteroid threats!

The spectacle in Russia "certainly brought renewed interest to our efforts here," said Johnson, a leader of NASA's delegation to the Vienna talks.

He said the recommendations from the researchers were "well-received" and are moving up the ladder to the next phase in a U.N.-led process for addressing outer-space threats. An action plan could be considered by the U.N. Committee on the Peaceful Uses of Outer Space during its next meeting in Vienna in June.

Johnson summarized the three main points of the recommendations:

  • Set up an international asteroid warning network, or IAWN, supported with existing detection assets but incorporating additional contributions. "The basis of such a network already exists," Johnson said, thanks to NASA, the European Space Agency, the International Astronomical Union's Minor Planet Center and the NEODyS asteroid-tracking center at the University of Pisa in Italy. NASA also has partnered with the U.S. Air Force to share tracking data about near-Earth objects. Just this week, a $25 million Canadian-built satellite known as NEOSSat was launched to look for small asteroids in Earth-threatening orbits.
  • Bring the world's space agencies together in a new working group called the Space Mission Planning and Advisory Group ? also known as SMPAG (pronounced like "Same Page"). The group's purpose, Johnson said, would be to "get all the agencies on the 'same page' as far as assessing what capabilities could be brought to bear should there be a threatening asteroid detected."
  • Put asteroid experts in contact with countries around the world, to advise disaster response agencies about the nature of a potential impact event ? that is, the area expected to be affected, the potential effects and the scale of the evacuation if necessary. "It's an offshoot of the warning network," Johnson said. If the asteroid behind the Russian meteor had been detected in advance, for example, the expert network might have advised emergency workers about the potential for a midair blast and the resulting shock wave (although Johnson said he was "surprised" by the shock wave's effect).

Until last year, NASA spent about $4 million a year to track near-Earth objects, or NEOs, and Johnson said the program "has accomplished quite a bit in the relatively short time that it's been in existence." About 95 percent of the potentially threatening asteroids bigger than a kilometer (half-mile) wide have been detected. However, now NASA is working on charting the asteroids down to a width of 100 meters (330 feet). To fund that more difficult task, the annual funding level for NEO research was raised to $20 million a year.

NASA is using that money to beef up its capabilities for spotting smaller asteroids, through programs such as the Asteroid Terrestrial-impact Last Alert System, or ATLAS, which is due to get $5 million over the next five years. Less than a million dollars a year is going toward studies aimed at figuring out what to do if a threatening asteroid is found, Johnson said. After all, you have to identify the risky rocks before you can do anything about them. The potential strategies range from diverting it gently with the aid of?gravity tractors or space paintball guns, to blasting it with nukes, Bruce Willis-style.

"It really depends on the scenario that we'd be faced with," Johnson said. "It depends on how big the object is. It depends on how long we have to do something about it. And if we do the search-and-detection job right, we will find a potential hazard many years if not decades before it becomes an immediate threat. There may be technologies available at that time that we never thought about. I don't get too worked up about trying to find an immediate technology that we've got to have right now to do that. Our focus is to find them as early as we can, and have the maximum amount of time to do something about it."

Update for 7:30 p.m. ET Feb. 26: Looking for a practical tip? The large majority of the people injured by the meteor blast were hurt by flying glass, which led Johnson to give this advice during a Vienna news conference: "When you see a white flash and a large trail in the sky, it's probably not a good time to stand at the window and look at it, because it may be a blast coming."

Update for 8:15 p.m. ET Feb. 26: As reported in Technology Review's Physics arXiv Blog, Colombian researchers used video from dashboard cameras and other sources to reconstruct the orbital path of the Russian meteor?? and they classified it as an Apollo asteroid, a type of space rock whose path crosses Earth's orbit. That's consistent with NASA's analysis, which said the asteroid traced an orbit that ranged between the main asteroid belt and the region of outer space inside Earth's orbit.

"The preliminary orbit indicates it takes about 2.1 years to go around the sun once ... so this thing was out at its farthest distance from the sun roughly a year ago," Bill Cooke, head of the Meteoroid Environments Office at NASA's Marshall Space Flight Center, told reporters during a Feb. 15 teleconference.

The space rock was on its way back out toward the main asteroid belt, coming from Earth's sunward side, when it entered the atmosphere and blew up. That's why it wasn't possible to predict the impact in advance: At a width of 55 feet, the object was too small to show up in traditional sky surveys, and it would have been lost in the sun's glare during its final approach.

So far, searchers have recovered just bits and pieces of the shattered space boulder. "The largest I've heard is a kilogram and a half," or about three pounds, Johnson told NBC News.?

JUPITER, Fla. (AP) ? A cluster of media stood outside the Miami Marlins clubhouse, awaiting the arrival of owner Jeffrey Loria, when outfielder Bryan Petersen walked past.

"Somebody getting married?" Petersen said.

It was more like somebody trying to salvage a relationship. Loria's three-day public relations campaign to patch things up with angry fans brought him to spring training Tuesday for an interview session that included several testy exchanges before the owner cut it short.

Loria reiterated many of his previous comments regarding the 2012 payroll purge, saying it wasn't about money but about improving the farm system. Ten minutes into the news conference, he bristled when asked why fans should believe him.

"You've said that question in four different ways," Loria said. "My response to you is we have put together some championship-caliber players. We're going to field an excellent team in the next two or three years that you're going to be proud of."

Fans are upset that after only one season of big spending in a new ballpark built mostly with tax money, the Marlins have reverted to their tight budgets of the past. Loria was asked about trying to change the impression the ballpark project was "a con job."

"A con job? I'm not even going to answer that," Loria said.

Many project the Marlins to lose 100 games only a year after they were the talk of baseball and touted as playoff contenders. This year's payroll is expected to be less than $45 million, compared with $90 million in 2012.

Loria denied he reneged on any promise, noting the Marlins finished last in the NL East with their biggest payroll ever.

"I fulfilled my promise in the new ballpark last year," he said. "It didn't work. So what do you do? Go back again and lose more games? We needed to do something to beef up the organization."

A blockbuster trade in November sent to Toronto three of the Marlins' highest-paid players ? shortstop Jose Reyes and pitchers Mark Buehrle and Josh Johnson. In exchange Miami acquired mostly prospects.

"We have some very exciting young players here," Loria said. "We need to bring them along and develop our own stars, or else we're going to be a last-place team forever."

As he stepped away from the TV cameras after 15 minutes, a PR aide said the owner would take more questions. Instead, Loria disappeared through a clubhouse door and didn't return.

At some point the team's play will have to speak for itself.

Egypt hot air balloon crash kills 19 tourists: spokesman

CAIRO (Reuters) - A hot air balloon crashed near the Egyptian town of Luxor on Tuesday, killing 19 tourists who were aboard, a spokesman for companies that operate balloon flights in the area told Reuters.

Ahmed Aboud added that one tourist and the balloon pilot had survived the accident, which happened after a gas explosion at 1,000 feet. He said the tourists were from a variety of countries but did not immediately have information on their nationalities.

"There were 20 passengers aboard. An explosion happened and 19 passengers died. One tourist and the pilot survived," he said by telephone. Aboud is the representative of eight companies that operate balloons in Luxor.

Frustrated by attending funerals for the early deaths of patients when he was running a mental health service, Ken Jue set up a health and nutrition programme.

Mr Jue established In Shape 10 years ago in New Hampshire in the United States, and the programme has since been replicated in five states. Mr Jue spoke to about 120 mental health sector representatives in Dunedin this week at the Edgar Centre.

Those with serious mental health problems died up to three decades earlier than other people.

It was the only group in the United States with a declining lifespan.

Mr Jue said the deaths were deemed to be ''natural causes'', but they were related to lifestyle factors such as smoking, poor eating habits and lack of exercise.

In Shape enabled formerly withdrawn and immobile people to become active citizens, even gaining employment in some cases.

High unemployment was part of the ''dire'' lot of the mentally ill in the United States, with rates of up to 80%, he said.

The key to the its success was co-operation between health professionals, and running the activities in public sports and recreation centres to ensure people were part of the community.

Southern District Health Board mental health and addiction portfolio manager Gemma Griffin-Dzikiewicz, introducing Mr Jue, said the board wanted to improve the physical health of mentally ill people in the South.

Youth Skin Cancer Prevention Act Passes NC House Committee

House Bill 18, the Youth Skin Cancer Prevention Act, was approved by the North Carolina House of Representatives? Committee on Health and Human Services today. The legislation would protect children and young adults from the dangers of skin cancer by prohibiting those under the age of 18 from using commercial indoor tanning beds.

?As doctors, we see all too often the tragic results of North Carolina teens who subject themselves to tanning beds without any idea of the risks,? said dermatologist Dr. Kelly Nelson, one of the multidisciplinary Melanoma Clinic physicians at?Duke University and a member of the NC Dermatology Association, which supports the bill. ??While not all melanoma is caused by ultraviolet radiation, we do know that intense ultraviolet radiation from tanning bed exposure at a young age can greatly increase the risk of melanoma. We applaud the General Assembly?s important first step toward protecting teens from?the potential lifelong consequences of tanning.?

The Youth Skin Cancer Prevention Act is sponsored in the North Carolina House of Representatives by a bipartisan group of legislators, including 15 Republicans and 10 Democrats. The legislation is supported by a coalition of medical and public health organizations, including:

China Venture Capital Investment Continues Decline In Fourth Quarter

China stays ahead of the U.K. in investment, but drops behind in deal flow

HONG KONG, Feb. 24, 2013 /PRNewswire/ ??Venture capital investment in mainland China experienced a decline during the fourth quarter, with companies raising $854 million, a drop of 42% from the same period a year ago, according to Dow Jones VentureSource.? The number of deals completed over the three month period also fell, by 52% to 39 in total.

Overall in 2012, investment declined by 40% from 2011 levels to $3.7 billion, with the number of deals falling by 44% to 202. China stayed ahead of the U.K. in terms of investment, where companies raised ?1.4 billion, but not in deal flow, as the U.K. completed 295 deals. Europe as a whole collected ?4.4 billion in 1074 deals. The U.S. raised $29.7 billion for 3,363 deals.

So far, 2011 has been the highest year on record for investment in mainland China, with US$6.2 billion deployed across 362 deals over that 12-month period.

Commenting on the decline, Guido Schenk, Asia Pacific sales director for Dow Jones VentureSource, said, ?Although the decline of VC investments during 2012 follows similar trends to those recorded in 2008, the key difference was that last year the share of profitable companies to receive VC funding was much smaller than it was five years ago.? Given that companies need to be profitable prior to IPO in China, it is unlikely that 2012 VC investments will lead to the same boom of IPOs that we witnessed between 2009 and 2011.?

In addition, IPOs as a main exit route for Chinese VC investments showed a sharp decline in the fourth quarter, where only three IPOs were recorded; a fifth of the number recorded in the same period a year earlier. ?From these, only $167 million was raised, the lowest number in China since 2009, and just 10% of the amount raised in the fourth quarter of 2011.

Continuing Investment Declines for Most Industry Groups

Investment in Consumer Services, the leading industry for venture capital in China, declined by 35% to $591 million during the fourth quarter of 2012. Deal flow declined by 59% to 17 deals completed.

Despite receiving 55% of all venture capital invested in China during 2012, overall Consumer Services investment and deal flow declined by 42% and 44% respectively from 2011, with $2 billion collected in 96 deals.

Information Technology (IT) managed to secure the second largest allocation, despite a 46% decline in investment and a 39% drop in the number of completed deals year-over-year. The industry collected $536 million for 43 deals. This decline was due largely to a weak fourth quarter in which investment amounted to $34 million for 6 deals, a respective 83% and 63% drop from the same quarter a year earlier.

Financial Services Rounds Out a Strong Year

Investment in Business and Financial Services companies defied the downturn during the year with the industry collecting $458 million, a 2% uptick from 2011. Deal activity fell, however, by 41% to 27 completed. The uptick in investment was a result of a strong year for the Financial Institutions and Services sector, in which seven venture capital deals amassed $203 million.

Investment in the Healthcare industry fell in 2012, with 11 deals collecting $179 million, a respective drop of 15% and 45% from 2011 figures. Biopharmaceuticals, the dominant industry segment, experienced a drop of 68% in capital invested and 29% in deals completed, with companies raising $85 million in a total of five deals. In contrast, Medical Devices and Equipment companies managed to garner $70 million for four venture capital deals, doubling the equivalent figures for 2011.

Energy and Utility companies also experienced substantial drops in venture capital invested during 2012. The industry collected $58 million, a decrease of 48% from 2011. Deal flow halved from eight in 2011 to four completed for 2012.
