South Korea warns of tough measures as North nuclear test seen imminent

SEOUL (Reuters) - South Korea warned the North not to make the mistake of conducting a third nuclear test and its president summoned top security officials for an unscheduled meeting on Thursday, amid signs the rival was moving ahead with preparations.

The warning by the outgoing administration of Lee Myung-bak was the toughest yet after North Korea vowed to conduct more rocket and nuclear tests in response to a U.N. censure for its launch of a long-range missile in December.

South Korea and others who have been closely observing activities at the North's known nuclear test grounds believe Pyongyang is technically ready for a nuclear test and is awaiting the final word from supreme leader Kim Jong-un.

"The government urges the North to immediately stop all acts and language of aggressive nature and abide by international obligations including U.N. Security Council resolutions," the South's presidential spokesman said.

"We warn that if the North ever makes a wrong judgment and again undertakes provocation, there will be grave consequences," the spokesman said after Lee met with security officials.

Lee called the meeting because of "specific moves" that suggested the North might be going ahead with the test, the spokesman Park Jeong-ha said.

North Korea's top state agencies have leveled fiery rhetoric since last week, also threatening to attack the South if it joined a new round of tightened sanctions under a new resolution imposed after Pyongyang's December 12 rocket launch.

North Korea says the rocket launch was part of a space program but the international community is nearly united in seeing it as a disguised test of a long-range and probably intercontinental ballistic missile.

A conservative South Korean newspaper Munhwa Ilbo later on Thursday quoted a senior government official as saying no option was off the table, when asked if military action was possible against the North.

Lee's office could not verify the nature of the comment but an official said it would not be possible to say whether a military action is or is not an option.

"North Korea must be made to feel the pain through all options to hurt it," the Munhwa daily quoted the senior government official as saying.

It could perhaps be related to the major update Twitter rolled out Wednesday, providing better viewing of large photos, and greater compatibility for Web video.

We'll keep watching for its return, or any further?indication as to what caused the outage, so stay tuned.

Teacher surrenders in hit-run death of 6-year-old

John Paul Raidy, 6, was killed by a hit-and-run driver in Grand Prairie, Texas, Thursday night.

A Grand Prairie, Texas, middle school teacher turned herself in to police Tuesday in connection with a hit-and-run that killed 6-year-old John Paul Raidy.

Grand Prairie police identified the woman as 53-year-old Tammy Lowe,?a seventh-grade teacher at Adams Middle School in Grand Prairie.

Lowe has been charged with failure to stop and render aid. She is also expected to face a charge of injury to a child.

Raidy,?a first-grader at Austin Elementary in Grand Prairie,?was hit by a car at about 7:30 p.m. Jan. 24 as he crossed the street with his mother and sister.


Police said the driver ran a red light that investigators determined had been red for 14 seconds. Police said the collision was so powerful that Raidy landed on the hood of the car and was carried 100 yards before landing on the pavement.

Investigators said the vehicle that hit him stopped briefly and then drove off southbound on Carrier Parkway.

Raidy was taken by ambulance to Arlington Memorial Hospital where he died.

On Saturday, a memorial grew near the crash scene after his mother, Lauren, made an emotional plea Friday to find the car's driver.

"He loved school, he loved all his friends and you took him from us," the boy's mother said. "I pray they grow a conscience and turn themselves in for doing this to a 6-year-old boy."

Raidy would have turned 7 years old next month.

Despite the raves that recent micro four-thirds and Sony E-Mount cameras have received of late, there's still a dearth of lenses for the fledgeling systems compared to their more entrenched counterparts. Luckily, Sigma's just added to the pool of autofocus-equipped models for each system: updated 19mm F2.8 DN and 30mm F2.8 DN models along with an all-new 60mm F2.8 DN telephoto lens. Each Japan-made model has a "telecentric" optical design to minimize CMOS color issues, a metal exterior with silver or black color options, and a linear autofocus motor that Sigma claims is quiet enough to use for video. Meanwhile, the imaging outfit also announced an updated 30mm, F1.4 DC HSM model for Canon APS-C, Nikon DX and its own Sigma mount. All that's great news, though we're still waiting for an AF/electronic F1.4 or faster lens for E-Mount (there's only one on MFT as well) -- though this might tide us over, in the meantime. APS-C format, E-Mount and Micro Four Thirds lenses feature sleek new 'Art' product line design

All three DN lenses incorporate telecentric optical designs and a linear, auto focusing motor that ensures accurate and quiet focusing for video recording. They also boast metal exteriors and a simply shaped focus ring, with varying textures to distinguish each part of the lens. In addition, DN users can choose between a black or silver finish to match their favorite equipment.

Here are more details on these new lenses from Sigma:

· 30mm F1.4 DC HSM Sigma's new USB Dock, which will enable firmware updates and focusing adjustments, is expected to be available in coming months.- Sigma pioneered the large-aperture, APS-C format, standard lens category with its 30mm F1.4 lens in 2005. With new optical configurations of nine elements in eight groups, as well as rounded aperture blades, this updated lens delivers pleasing sharpness and a beautiful bokeh background. Its angle of view is equivalent to 45mm on a 35mm camera (which is similar to that of human vision), its minimum focusing distance is 11.8 inches and its maximum magnification ratio is 1:6.8. The lens' optimized power distribution helps to minimize field curvature, prevent a loss of image quality at the edges of photographs and produce outstanding image quality. Its double-aspheric lens minimizes spherical distortion, astigmatism and coma, and its rear focus system prevents focus-dependent variation in aberration. · 60mm F2.8 DN- Featuring the natural perspective of mid-range telephoto lenses, together with a shallow depth of field, this lens allows the photographer to capture a single part of a subject with great bokeh effects. It has an angle of view equivalent to 120mm on the Micro Four Thirds system and 90mm on the E-mount system (35mm equivalent focal length). The minimum focusing distance is 19.7 inches; the maximum magnification is 1:7.2. This lens also contains Special Low Dispersion (SLD) glass, which helps minimize axial and transverse chromatic aberration.

· Sigma 19mm F2.8 DN - This high-performance, wide-angle telephoto lens has an angle of view equivalent to 38mm on the Micro Four Thirds system and 28.5mm on the E-mount system (35mm equivalent focal length). Israel hits Syria arms convoy to Lebanon: sources

BEIRUT (Reuters) - Israeli jets bombed a convoy on Syria's border with Lebanon on Wednesday, sources told Reuters, apparently targeting weapons destined for Hezbollah in what some called a warning to Damascus not to arm Israel's Lebanese enemy.

"The target was a truck loaded with weapons, heading from Syria to Lebanon," said one Western diplomat, adding that the consignment may well have included anti-aircraft missiles.

The overnight attack, which several sources placed on the Syrian side of the border, followed warnings from Israel that it was ready to act to prevent the revolt against President Bashar al-Assad leading to Syria's chemical weapons and modern rockets reaching either his Hezbollah allies or his Islamist enemies.

A source among the Syrian rebels said an air strike around dawn (0430 GMT) blasted a convoy on a mountain track about 5 kilometers (3 miles) south of where the main Damascus-Beirut highway crosses the border. Its load probably included high-tech anti-aircraft and anti-tank missiles, but not chemical weapons.

"It attacked trucks carrying sophisticated weapons from the regime to Hezbollah," the source said, adding that it took place inside Syria, though the border is poorly defined in the area.

A regional security source said the target was weaponry given by Assad's military to fellow Iranian ally Hezbollah:

"This episode boils down to a warning by Israel to Syria and Hezbollah not to engage in the transfer of sensitive weapons," the source said. "Assad knows his survival depends on his military capabilities and he would not want those capabilities neutralized by Israel - so the message is this kind of transfer is simply not worth it, neither for him nor Hezbollah."

With official secrecy shrouding the event, few details were corroborated by multiple sources. All those with knowledge of the event - from several countries - spoke anonymously.

There was no comment from the Israeli or Syrian governments nor Hezbollah. Israel's ally the United States declined all comment. A Lebanese security source said its territory was not hit, though the army reported a heavy presence of Israeli jets through the night after days of unusually frequent incursions.

Such a strike would fit Israel's policy of pre-emptive covert and overt action to curb Hezbollah and does not necessarily indicate a major escalation of the war in Syria. It does, however, indicate how the erosion of the Assad family's rule after 42 years is seen by Israel as posing a threat.

Israel this week echoed concerns in the United States about Syrian chemical weapons, but its officials say a more immediate worry is that the civil war could see weapons that are capable of denting its massive superiority in airpower and tanks reaching Hezbollah; the group fought Israel in 2006 and remains a more pressing threat than its Syrian and Iranian sponsors.

Wednesday's strike could have been a rapid response to an opportunity. But a stream of Israeli comment on Syria in recent days may have been intended to limit surprise in world capitals.

The head of the Israeli air force said only hours before the attack that his corps, which has an array of the latest jet bombers, attack helicopters and unmanned drones at its disposal, was involved in a covert "campaign between wars".

"This campaign is 24/7, 365 days a year," Major-General Amir Eshel told a conference on Tuesday. "We are taking action to reduce the immediate threats, to create better conditions in which we will be able to win the wars, when they happen."

JETS OVER LEBANON

In Israel, where media operate under military censorship, broadcasters immediately relayed international reports of the strike. Channel Two television quoted what it called foreign sources saying the convoy was carrying anti-aircraft missiles.

Israeli jets routinely fly over Lebanon and there have been unconfirmed reports in previous years of strikes on Hezbollah arms shipments. An attack inside Syria could be diplomatically provocative, however, since Assad's Iranian ally said on Saturday that it would view any strike as an attack on itself.

There was no immediate comment on the incident from Tehran, which Israel views as its principal enemy and with which it is engaged in a bitter confrontation over Iran's nuclear program.

On Sunday, Prime Minister Benjamin Netanyahu, set for a new term after an election, told his cabinet that Iran and turmoil in Arab states meant Israel must be strong: "In the east, north and south, everything is in ferment, and we must be prepared, strong and determined in the face of all possible developments."

The Israeli military confirmed this week that it had lately deployed two batteries of its Iron Dome rocket-interceptor system to around the northern city of Haifa, which came under heavy Hezbollah missile fire during a brief war in 2006.

Israel's refusal to comment on Wednesday is usual in such cases; it has, for example, never admitted a 2007 air strike on a suspected Syrian nuclear site despite U.S. confirmation of it.

By not acknowledging that raid, Israel may have ensured that Assad did not feel obliged to retaliate. For 40 years, Syria has offered little but bellicose words against Israel. A failing Assad administration, some Israelis fear, might be tempted into more action, while Syria's Islamist rebels are also hostile to Israel and could present a threat if they seize heavier weapons.

Israeli Vice Premier Silvan Shalom said on Sunday that any sign that the Syrian army's grip on its presumed chemical weapons stocks was slipping could trigger Israeli intervention.

But Israeli sources said on Tuesday that Syria's advanced conventional weapons, much of it Russian-built hardware able to destroy Israeli planes and tanks, would represent as much of a threat to Israel as chemical arms in the hands of an enemy.

Interviewed on Wednesday, Shalom would not be drawn on whether Israeli forces had been in action in the north, but he described the country as part of an international coalition seeking to stop spillover from Syria's two-year-old insurgency.

Recalling that President Barack Obama had warned Assad of U.S. action if his forces used chemical weapons, Shalom told Israel Radio: "The world, led by President Obama, who has said this more than once, is taking all possibilities into account.

"Any development ... in a negative direction would be something that needs stopping and prevention."

LEBANON WAR

During the 2006 war in Lebanon, Israel's air forced faced little threat, though its navy was taken aback when a missile hit a ship. Israeli tanks suffered losses to rockets, and commanders are concerned Hezbollah may get better weaponry.

In what might have been a sign of seeking to reassure major powers, Israeli media reported this week that the country's national security adviser was despatched to Russia and military intelligence chief to the United States for consultations.

Shashank Joshi of the Royal United Services Institute (RUSI) in London saw any strike on Wednesday as intended to deliver a signal rather than heralding a major escalation from Israel.

"The Israelis are sending a message not just to Hezbollah but also to Assad's forces that they have no wish to get dragged in, but chemical weapons and certain types of missiles are a red line for them, and that regime forces ought to signal, in turn, to Hezbollah that they should proceed with caution," he said.

Worries about Syria and Hezbollah have sent Israelis lining up for government-issued gas masks in recent days. According to the Israel post office, which is handling distribution of the kits, demand roughly trebled this week.

"It looks like every kind of discourse on this or that security matter contributes to public vigilance," its deputy director Haim Azaki told Israel's Army Radio. "We have really seen a very significant jump in demand."

PThe rise in risky, non-traditional sexual relations that marked the swinging '60s actually began as much as a decade earlier, during the conformist '50s, suggests an analysis recently published by the Archives of Sexual Behavior.

"It's a common assumption that the sexual revolution began with the permissive attitudes of the 1960s and the development of contraceptives like the birth control pill," notes Emory University economist Andrew Francis, who conducted the analysis. "The evidence, however, strongly indicates that the widespread use of penicillin, leading to a rapid decline in syphilis during the 1950s, is what launched the modern sexual era."

As penicillin drove down the cost of having risky sex, the population started having more of it, Francis says, comparing the phenomena to the economic law of demand: When the cost of a good falls, people buy more of the good.

"People don't generally think of sexual behavior in economic terms," he says, "but it's important to do so because sexual behavior, just like other behaviors, responds to incentives."

Syphilis reached its peak in the United States in 1939, when it killed 20,000 people. "It was the AIDS of the late 1930s and early 1940s," Francis says. "Fear of catching syphilis and dying of it loomed large."

Penicillin was discovered in 1928, but it was not put into clinical use until 1941. As World War II escalated, and sexually transmitted diseases threatened the troops overseas, penicillin was found to be an effective treatment against syphilis.

"The military wanted to rid the troops of STDs and all kinds of infections, so that they could keep fighting," Francis says. "That really sped up the development of penicillin as an antibiotic."

Right after the war, penicillin became a clinical staple for the general population as well. In the United States, syphilis went from a chronic, debilitating and potentially fatal disease to one that could be cured with a single dose of medicine.

From 1947 to 1957, the syphilis death rate fell by 75 percent and the syphilis incidence rate fell by 95 percent. "That's a huge drop in syphilis. It's essentially a collapse," Francis says.

In order to test his theory that risky sex increased as the cost of syphilis dropped, Francis analyzed data from the 1930s through the 1970s from state and federal health agencies. Some of the data was only available on paper documents, but the Centers for Disease Control and Prevention (CDC) digitized it at the request of Francis.

For his study, Francis chose three measures of sexual behavior: The illegitimate birth ratio; the teen birth share; and the incidence of gonorrhea, a highly contagious sexually transmitted disease that tends to spread quickly.

"As soon as syphilis bottoms out, in the mid- to late-1950s, you start to see dramatic increases in all three measures of risky sexual behavior," Francis says.

While many factors likely continued to fuel the sexual revolution during the 1960s and 1970s, Francis says the 1950s and the role of penicillin have been largely overlooked. "The 1950s are associated with prudish, more traditional sexual behaviors," he notes. "That may have been true for many adults, but not necessarily for young adults. It's important to recognize how reducing the fear of syphilis affected sexual behaviors."

A few physicians sounded moralistic warnings during the 1950s about the potential for penicillin to affect behavior. Spanish physician Eduardo Martinez Alonso referenced Romans 6:23, and the notion that God uses diseases to punish people, when he wrote: "The wages of sin are now negligible. One can almost sin with impunity, since the sting of sinning has been removed."

Such moralistic approaches, equating disease with sin, are counterproductive, Francis says, stressing that interventions need to focus on how individuals may respond to the cost of disease.

He found that the historical data of the syphilis epidemic parallels the contemporary AIDS epidemic. "Some studies have indicated that the development of highly active antiretroviral therapy for treating HIV may have caused some men who have sex with men to be less concerned about contracting and transmitting HIV, and more likely to engage in risky sexual behaviors," Francis says.

"Policy makers need to take into consideration behavioral responses to changes in the cost of disease, and implement strategies that are holistic and longsighted," he concludes. "To focus exclusively on the defeat of one disease can set the stage for the onset of another if preemptive measures are not taken."

Immigration reform seen boosting US economic growth

The sluggish U.S. economy could get a lift if President Barack Obama and a bipartisan group of senators succeed in what could be the biggest overhaul of the nation's immigration system since the 1980s.?

Relaxed immigration rules could encourage entrepreneurship, increase demand for housing, raise tax revenues and help reduce the budget deficit, economists said.?

By helping more immigrants enter the country legally and allowing many illegal immigrants to remain, the United States could help offset a slowing birth rate and put itself in a stronger demographic position than aging Europe, Japan and China.?

"Numerous industries in the United States can't find the workers they need, right now even in a bad economy, to fill their orders and expand their production as the market demands," said Alex Nowrasteh, an immigration specialist at the libertarian Cato Institute.?

The emerging consensus among economists is that immigration provides a net benefit. It increases demand and productivity, helps drive innovation and lowers prices, although there is little agreement on the size of the impact on economic growth.?

First Thoughts: Obama to embrace Senate immigration deal

President Barack Obama plans to launch his second-term push for a U.S. immigration overhaul during a visit to Nevada on Tuesday and will make it a high priority to win congressional approval of a reform package this year, the White House said.?

The chances of major reforms gained momentum on Monday when a bipartisan group of senators agreed on a framework that could eventually give 11 million illegal immigrants a chance to become American citizens.?

Their proposals would also include means to keep and attract workers with backgrounds in science, technology, engineering and mathematics. This would be aimed both at foreign students attending American universities where they are earning advanced degrees and high-tech workers abroad.?

An estimated 40 percent of scientists in the United States are immigrants and studies show immigrants are twice as likely to start businesses, said Nowrasteh.?

Boosting legal migration and legalizing existing workers could add $1.5 trillion to the U.S. economy over the next 10 years, estimates Raul Hinojosa-Ojeda, a specialist in immigration policy at the University of California, Los Angeles. That's an annual increase of 0.8 percentage points to the economic growth rate, currently stuck at about 2 percent.?

Other economists say the potential benefit to growth is much lower. Richard Freeman, an economist at Harvard, believes most of the benefits to the economy from illegal immigrants already in the United States has already been recorded and legalizing their status would produce only incremental benefits.?

While opposition to reform lingers on both sides of the political spectrum and any controversial legislation can easily meet a quick end in a divided Washington, the chances of substantial change seem to be rising. Top Republicans such as Governor Bobby Jindal of Louisiana are not mincing words about the party's need to appeal to the Hispanic community and foreign-born voters who were turned off by Republican candidate Mitt Romney's tough talk in last year's presidential campaign.?

A previous Obama plan, unveiled in May 2011, included the creation of a guest-worker program to meet agricultural labor needs and something similar is expected to be in his new proposal.?

The senators also indicated they would support a limited program that would allow companies in certain sectors to import guest workers if Americans were not available to fill some positions.?

An additional boost to growth could come from rising wages for newly legalized workers and higher productivity from the arrival of more highly skilled workers from abroad. Increased tax revenues would help federal and state authorities plug budget deficits although the benefit to government revenues will be at least partially offset by the payment of benefits to those who gain legal status.?

In 2007, the Congressional Budget Office estimated that proposed immigration reform in that year would have generated $48 billion in revenue from 2008 to 2017, while costing $23 billion in health and welfare payments.?

There is also unlikely to be much of a saving on enforcement from the senators' plan because they envisage tougher border security to prevent further illegal immigration and a crackdown on those overstaying visas.?

One way to bump up revenue, according to a report co-authored by University of California, Davis economist Giovanni Peri, would be to institute a cap-and-trade visa system. Peri estimated it could generate up to $1.2 billion annually.?

Under such a system, the government would auction a certain number of visas employers could trade in a secondary market.?

"A more efficient, more transparent and more flexible immigration system would help firms expand, contribute to more job creation in the United States, and slow the movement of operations abroad," according to a draft report, soon to be published as part of a study by the Hamilton Project, a think tank.?

There was no immediate sign that either the Obama or the senators' plan would include such a system.?

The long-term argument for immigration is a demographic one. Many developed nations are seeing their populations age, adding to the burden of pension and healthcare costs on wage-earners.?

Immigration in the United States would need to double to keep the working-age population stable at its current 67 percent of total population, according to George Magnus, a senior independent economic adviser at UBS in London,?

While Magnus says a change of that magnitude may prove too politically sensitive, the focus should be on attracting highly skilled and entrepreneurial immigrants in the way Canada and Australia do by operating a points system for immigrants rather than focusing mainly on family connections.?

"The trick is to shift the balance of migration towards those with education (and) skills," he added.?

Hard?road
Academics at major universities such as Harvard and the Massachusetts Institute of Technology often lament that many of their top foreign graduates end up returning to their home countries because visas are hard to get.?

"We have so much talent that is sitting here in the universities," said William Kerr, a professor at Harvard Business School. "I find it very difficult to swallow that we then make it so hard for them to stay."?

The last big amnesty for illegal immigrants was in 1986 when President Ronald Reagan legalized about 3 million already in the country. Numerous studies have shown that subsequently their wages rose significantly.?

Research on how immigration affects overall wages is inconclusive. George Borjas at Harvard says immigration has created a small net decrease in overall wages for those born in the United States, concentrated among the low-skilled, while Giovani Peri at UC Davis found that immigration boosts native wages over the long run.?

Hinojosa-Ojeda stresses that any reform needs to make it easier for guest workers to enter the country to avoid a new build-up of illegal workers.?

"If we don't create a mechanism that can basically bring in 300,000 to 400,000 new workers a year into a variety of labor markets and needs, we could be setting ourselves up for that again," said Hinojosa-Ojeda.?

Nowrasteh at Cato also believes an expanded guest worker program would stem illegal immigration and allow industries to overcome labor shortages.?

He found that harsher regulations in recent years in Arizona were adversely affecting agricultural production, increasing financial burdens on business and even negatively impacting the state's struggling real estate market.?

Some large companies have fallen foul of tougher enforcement regulations.?

Restaurant chain Chipotle Mexican Grill Inc fired roughly 500 staff in 2010 and 2011 after undocumented workers were found on its payrolls. Putting the chill on other employers, it is now subject of an ongoing federal criminal investigation into its hiring.?

"The current system doesn't seem to work for anyone," Chipotle spokesman Chris Arnold said.?

WASHINGTON (AP) -- The U.S. economy is a study in contrasts.

The housing, banking and auto industries are surging back to health and that has helped push the stock market to a five-year peak. Higher prices for homes and stocks tend to make people feel wealthier and spend more.

Yet unemployment remains high and hiring modest. The end of a Social Security tax cut is shrinking already flat pay. Federal budget fights have put businesses and consumers on edge.

Balanced between those tailwinds and headwinds, the economy is struggling to accelerate. By the end of this year, though, many analysts think the tailwinds will succeed in boosting growth and fueling a more robust economy in 2014.

They're back: J. C. Penney adds sales

NEW YORK (AP) -- J.C. Penney is bringing back sales.

The struggling department store chain this week will begin adding back some of the hundreds of sales it ditched last year in hopes of luring shoppers who were turned off when the discounts disappeared, CEO Ron Johnson told The Associated Press.

Penney also plans to add price tags or signs for more than half of its merchandise to show customers how much they're saving by shopping at the chain ? a strategy used by a few other retailers. For store branded items such as Arizona, Penney will show comparison prices from competitors.

The moves are a reversal for Penney on the eve of the one-year anniversary when it vowed to almost completely get rid of the sales that Americans covet but that cut into a store's profits. The idea was to offer everyday low prices that customers could count on rather than the nearly 600 fleeting discounts, coupons and sales it once offered.

Toyota sold nearly 9.75 million vehicles last year

TOKYO (AP) -- Now it's official: Toyota is once again the world's top automaker.

Toyota Motor Corp. released its tally for global vehicle sales for last year Monday at a record 9.748 million vehicles ? a bigger number than the estimate it gave last month of about 9.7 million vehicles.

It was already clear Toyota had dethroned General Motors Co. as the Detroit-based automaker fell short, selling 9.29 million vehicles.

GM had been the top-selling automaker for more than seven decades before losing the title to Toyota in 2008.

Crucial, long-overdue BlackBerry makeover arrives

TORONTO (AP) -- The maker of the BlackBerry smartphone is promising a speedier device, a superb typing experience and the ability to keep work and personal identities separate on the same phone. It's the fruit of a crucial, long-overdue makeover for the Canadian company.

Thorsten Heins, chief executive of Research In Motion Ltd., will show off the first phone with the new BlackBerry 10 system in New York on Wednesday. A marketing campaign that includes a Super Bowl ad will accompany the long-anticipated debut. Repeated delays have left the once-pioneering BlackBerry an afterthought in the shadow of Apple's trend-setting iPhone and Google's Android-driven devices.

Now, there's some optimism. Previews of the software have gotten favorable reviews on blogs. Financial analysts are starting to see some slight room for a comeback. RIM's stock has nearly tripled to $16.18 from a nine-year low in September, though it's still nearly 90 percent below its 2008 peak of $147.

US durable goods orders rise 4.6 percent on aircraft

WASHINGTON (AP) -- U.S. demand for long-lasting manufactured goods rose sharply in December on strong gains in volatile aircraft orders. But companies slowed their orders of goods that signal investment plans, indicating manufacturing could stay choppy in 2013.

The Commerce Department said Monday that overall orders for durable goods increased 4.6 percent in December compared with November. The gains were led by a 56.4 percent increase in military aircraft orders and a 10.1 percent increase in commercial aircraft orders.

Orders rose in other major categories, including machinery, communications equipment and primary metals.

Tight inventory slows US pending home sales

WASHINGTON (AP) -- A measure of Americans who signed contracts to buy homes fell last month after reaching a 2 ?-year high in November. Sales were held back by a limited supply of available homes.

The National Association of Realtors said Monday that its seasonally adjusted index for pending home sales dropped 4.3 percent in December from November to 101.7. That's still 6.9 percent higher than a year ago.

The decline signals that sales of previously occupied homes may cool off in the coming months. There's generally a one- to two-month lag between a signed contract and a completed sale.

Yahoo's 4Q report shows more signs of progress

SAN FRANCISCO (AP) -- Yahoo showed more signs of progress during the fourth quarter as the Internet company took advantage of higher ad prices and rising earnings from its international investments to deliver numbers that exceeded analyst forecasts.

The results announced Monday covered Yahoo's first full quarter under CEO Marissa Mayer. Yahoo Inc. lured Mayer away from Google Inc. in mid-July in its latest attempt to snap out of a funk that had depressed its revenue and stock price.

The company fared well enough in the final three months of last year to produce its first full-year gain in revenue since 2008.

Caterpillar sees uncertain 2013 after tough 4Q

MINNEAPOLIS (AP) -- Caterpillar said on Monday that its 2013 profit could shrink if the world's economy doesn't pick up in the second half of the year, as mining companies and builders remain cautious about buying new gear.

The cloudy outlook for the year came as Caterpillar reported a fourth-quarter profit less than half as big as a year ago because of a deal in China that went bad and slower growth around most of the world.

Caterpillar Inc. is the largest maker of construction and mining equipment, so its performance rises and falls with the world's economy. It tries to predict where the economy is headed so it knows how many excavators, bulldozers and mining trucks to build.

Boeing 787 probe shifts to monitoring system maker

TOKYO (AP) -- The joint U.S. and Japanese investigation into the Boeing 787's battery problems has shifted from the battery-maker to the manufacturer of a monitoring system.

Japan transport ministry official Shigeru Takano said Monday the probe into battery-maker GS Yuasa was over for now as no evidence was found it was the source of the problems.

Ministry officials said they will inspect Kanto Aircraft Instrument Co. on Monday as part of the ongoing investigation. It makes a system that monitors voltage, charging and temperature of the lithium-ion batteries.

Barnes & Noble executive plans more store closings

NEW YORK (AP) -- Barnes & Noble plans to continue to shrink its store base.

The head of Barnes & Noble's retail group, Mitchel Klipper, said in an interview published Monday in The Wall Street Journal that the company will have 450 to 500 stores in a decade. That's down from about 689 currently.

Klipper said the chain plans to close about 20 stores a year over the period.

The largest traditional U.S. bookstore has been facing tough competition from online retailers and discounters

Languages in 12th century England.

There were three main spoken languages in England in the 12th century. English, French and Latin. The latter was a language learned by an educated minority and spoken in the spheres of the church, of law, of administration and education.?
English was the language spoken by most of the population from birth - the 'mother tongue.' French was spoken in England in a dialect we now call Anglo Norman. it was used by the King, the barons, and the great churchmen. Most of the aristocracy, both high and low had been born and brought up in northern France in the period immediately following ?the Conquest. Two generations later, both King Stephen and Henry II had lived more in ( what is now) France than in England before becoming King. Henry's children grew up in a French-speaking environment. In 1192 Eleanor of Aquitaine needed an interpreter when dealing with the local English population. French was a language of prestige used by the wealthy and powerful, but over the decades and centuries would gradually lose ground to English, which was itself changing, absorbing new words with influences from the French.
Being literate in the 12th century meant being able to understand Latin. It was a universal language. Those who learned it could communicate across continents with other Latin speakers and have access to written information inaccessible to the majority, so in that way it was creating an elite. It was the language of papal authority.
Those educated in Latin were often disparaging of the native tongue. Benedict of Peterborough, when writing down the miracles that had happened at the tomb of Thomas Becket writes of a knight who had been cured. 'He was called Robert, the son of a Surrey knight - the barbarous name of the village has not stuck firmly in my memory.' The chronicler of Ramsey Abbey speaks of translating into Latin documents 'written in the barbarism of English.' Gerald of Wales also called the English-language barbaric. after the Norman Conquest, Latin replaced English in official documentation. some documentation was written in French, although Latin dominated. French was used to write romances and histories for the consumption of the aristocracy.
Nevertheless, English not only retained its foothold but gained ground. Waltheof Abbot of Melrose spoke both French and English 'eloquently and fluently'. he was the brother of Simon de Senlis, Earl of Huntingdon, and had been born in the early 12th century. So here is evidence that children of the high aristocracy were imbibing English along with French.
English, unlike so much the French and Latin was spoken in dialects. William of Malmesbury remarks that 'The whole language of the Northumbrians, especially in New York, is so grating and uncouth that we Southerners cannot understand a word of it.' And when Abbott Samson of Bury St Edmunds preached in English, he spoke in a Norfolk dialect.

WASHINGTON (AP) ? Blind dissident Chen Guangcheng is urging China's people to end to the communist-governed nation's "leadership of thieves" and for Washington not to "give an inch" on human rights in its relations with Beijing.

Chen made the comments as he received an award from a human rights group in a ceremony attended by several U.S. lawmakers on Capitol Hill Tuesday.

The 41-year old lawyer caused a diplomatic crisis last April when he fled house arrest in rural China and sought refuge at the U.S. Embassy in Beijing. China subsequently allowed him to come to the U.S. to study law.

Chen urged an end to communist rule that "maintains a monopoly on power and enslaves the people."

Vine Removed From "Editor's Choice" Section - Business Insider

Twitter's video-sharing app Vine is no longer listed in the "Editor's Choice" section in the App Store on iPhone. The app had a featured spot as recently as this morning.

This follows news that Vine accidentally featured a pornographic video to all users this morning. Twitter said in a statement that the pornographic video was featured due to user error.

As of this writing, Vine is still available for download.

According to Apple's developer guidelines, apps "that contain user generated content that is frequently pornographic" are not allowed in the App Store.

There is a lot of user-generated pornographic content on Vine and you can easily find it by searching through hashtags such as "#sex" or "#porn."

Vine launched last week to a lot of fanfare from the tech press. The app lets you share short, six-second videos with your friends.

Apple declined to comment.

We're still waiting to hear back from Twitter.

Even as the price of a first-class stamp rose a penny Sunday to 46 cents, the U.S. Postal Service is operating on borrowed time.??We are currently losing $25 million per day,? Postmaster General Patrick Donahoe warned earlier this month. The agency lost nearly $16 billion in its last fiscal year, and its line of credit with the U.S. Treasury is tapped out.

If lawmakers don?t act, it could run out of money ?between six months and a year at most,? said Richard Geddes, associate professor of policy analysis and management at Cornell University.

?There could be a period when mail is not being delivered,? said Michael Crew, director of the Center for Research in Regulated Industries, and professor of regulatory economics at Rutgers University.?

The Postal Service said keeping letters moving is its top priority, even if it means defaulting on its retirement benefit funding again. ?Although our liquidity situation remains a serious concern, the Postal Service is continuing to prioritize payments to ensure employees and suppliers are paid on time, preventing any interruption in our operations,? spokesman David Partenheimer said via email.

How did the Post Office get into these dire straits when the price of stamps keeps going up??

As it turns out, 46 cents is a really good deal. In the United Kingdom, for example, a first class stamp costs 60 pence, or roughly 94 cents. In Canada, it?s 63 cents (which is about the same in U.S. currency). Geddes said if our postal service was refashioned to be more of a delivery system for still-plentiful but lower-margin commercial mail ? ads, catalogs and the like ? Americans could pay 30 percent to 40 percent more to send that birthday card ? which would bring the price of a stamp to about 64 cents.

The Postal Service is limited in how much it can raise the price of postage, but that?s only one of the factors keeping it from financial solvency.?

?The other thing that?s hurt the postal service is it?s an industry where we have scale economies,? Crew said. The post office?s fixed costs ? keeping the lights on at its huge network of facilities, maintaining its fleet and paying its employees ? are amortized across the amount of mail it processes. ?As you increase volume, unit costs decline.??

But volume isn?t increasing; it?s plummeting. First-class mail volume ? which earns around three times the profit of bulk mail ? has dropped by about a third in a little more than a decade, Geddes said. ?That decline is just enormous in a historical context,? he said.

The decline was sparked by the rise of the Internet and exacerbated by the recent recession, when companies cut their budgets for mailings. ?About a quarter of their traffic has been lost in the period since 2007-2008,? Crew said. The agency has shed thousands of workers, but it?s losing business faster than it can save money by shrinking its work?force.

Crew also blamed ?a flawed governance structure and flawed business model? for the agency?s woes. ?Any significant changes that have to take place have to be approved by Congress. This is not a way to run a business if you?re in a fast-moving environment,? he said. The Postal Service has expensive benefit obligations for retirees, a bill the agency is currently putting off and on which it owes $11.1 billion. ?

?The main problem here is Congress had introduced too many conflicting and inconsistent demands,? said James I. Campbell, an attorney and consultant on postal policy.?

The USPS has to deliver mail six days a week to everybody in the country who has been sent mail, and it has to maintain a network of around 32,000 post offices ? a much bigger footprint than other industrialized nations have.?The post office wants to eliminate Saturday delivery, which Partenheimer said would save $2.7 billion a year. But to do this, it needs Congressional approval, which ? so far, at least ? it hasn?t received.

?Essentially, Congress has got to rethink the legislation that establishes the post office,? Campbell said.?

That is easier said than done, even with dire consequences looming. ?The information I?ve gotten is not looking good,? Geddes said. ?The reason they?ve been able to last this long is because they have gotten the low-hanging fruit ? but they?re at they?re bare bones now.?

(AP) ? Cissy Houston has a few words, and a few more, for Bobby Brown.

In "Remembering Whitney," the mother of the late Whitney Houston writes that from the start she had doubted whether Brown was right for her daughter. And she thinks that Whitney might not have ended up so "deep" into drugs had they not stayed together.

"I do believe her life would have turned out differently," Houston writes. "It would have been easier for her to get sober and stay sober. Instead she was with someone who, like her, wanted to party. To me, he never seemed to be a help to her in the way she needed."

"Remembering Whitney" came out Tuesday, two weeks short of the first anniversary of Houston's death. She drowned in a hotel bathtub in Beverly Hills, Calif., at age 48. Authorities said her death was complicated by cocaine use and heart disease.

During a recent telephone interview, Houston said she has no contact with Brown and didn't see any reason to, not even concerning her granddaughter, Bobbi Kristina. She reaffirmed her comments in the book that Whitney Houston would have been better off without him. "How would you like it if he had anything to do with your daughter?" she asked.

Houston said she wanted the book published so the world would not believe the worst about her daughter. Cissy Houston, herself an accomplished soul and gospel singer who has performed with Elvis Presley and Aretha Franklin, describes Whitney as a transcendent talent and vivacious and generous person known affectionately by her childhood nickname, "Nippy." But she acknowledges in the book that her daughter could be "mean" and "difficult" and questions at times how well she knew her.

"In my darkest moments, I wonder whether Nippy loved me," she writes. "She always told me she did. But you know, she didn't call me much. She didn't come see me as much as I hoped she would."

But, "almost always," Whitney Houston was "the sweetest, most loving person in the room."

Brown is portrayed as childish and impulsive, hot tempered and jealous of his wife's success. Cissy Houston describes a 1997 incident when Whitney sustained a "deep cut" on her face while on a yacht with Brown in the Mediterranean. Whitney insisted it was an accident; Brown had slammed his hand on a table, breaking a plate. A piece of china flew up and hit Whitney, requiring surgery to cover any possible scar.

The injury was minor, the effects possibly fateful.

"She seemed sadder after that, like something had been taken away from her," Houston writes.

For years, Whitney's drug problems had been only a rumor to her mother, who writes that concerns expressed by record executive Clive Davis were kept from her by her daughter and others. But by 2005 she had seen the worst. Houston remembers a horrifying visit to the Atlanta home of Brown and Houston, where the walls and doors were spray-painted with "big glaring eyes and strange faces." Whitney's face had been cut out from a framed family picture, an image Cissy Houston found "beyond disturbing." The next time Houston came to the house, she was joined by two sheriff's deputies who helped her take Whitney to the hospital.

"She was so angry at me, cursing me and up and down," she writes. "Eventually, after a good long while, Nippy did stop being angry at me. She realized that I did what I did to protect her, and she later told people that I had saved her life."

Brown and Whitney Houston divorced in 2007, after 15 years of marriage. When she learned that her daughter was leaving Brown, Cissy Houston was "extremely relieved" and "thanking God so much I'm sure nobody else could get a prayer in to Him."

Houston has no doubt that if Whitney were alive she would still be singing and making records. Houston said during her interview that she has seen "Sparkle," a remake of the 1970s movie that came out last summer and featured Whitney as the mother of a singing group struggling with addiction. Although Cissy Houston doesn't like movies about "drugs and all that kind of stuff," she was impressed by "Sparkle."

"I thought she was great in it and all the kids were great," says Houston, who adds that the "whole movie was hard to get through."

The book, too, was painful and her grief continues. She writes that sometimes she hears a doorbell ring and thinks it's Whitney, or sees a vase in a different place and wonders if her daughter is around. Some nights, Cissy Houston wakes up crying, not sure at first where she is.

"But then I get up out of bed, wipe my eyes, wash my face, and lie back down to my sleep. Because that is all I can do," she writes. "I am so grateful to God for giving me the gift of 48 years with my daughter. And I accept that He knew when it was time to take her."

Senate proposes bipartisan plan for immigration

Launching a ramped up effort to prioritize immigration reform under the Obama administration?8 Senators (4 Republican and 4 Democrat) have proposed bipartisan plan to reform immigration law in this country. After four years of?disastrous?immigration law enforcement and border patrolling splitting up thousands of families, leaving children orphaned and subjecting undocumented immigrants to a slue of human rights violations?is there hope in sight?

Yes and no. The proposed law does propose pathways to citizenship, but only after there has been an increase patrolling on the border and in places of work.

Seth Freed Wessler writes at Colorlines:?

The plan is a mix of legal immigration programs for undocumented immigrants and additional immigration enforcement measures. The path to citizenship will kick in only after additional border security and visa entry controls are implemented.

Immigrants under the plan would be required to pay back taxes, fines and other penalties and learn English before they can apply for permanent status. Applicants will also have to show they are currently employed. Those who have been convicted of crimes or are found otherwise ineligible for visas will be susceptible to deportation. It?s not clear now many of the 11 million undocumented immigrants currently in the country would be excluded because of these restrictions.

To accommodate conservatives who have long demanded increased border security before agreeing to a path to citizenship, the framework states clearly that the process to gain permanent immigration status will begin only ?[o]nce the enforcement measures have been completed.?

They also acknowledge that the path to citizenship will be long and hard. Obama will be addressing the nation tomorrow and proposing his own plan, as well.
