U.S. Congress tax panels welcome fresh faces

WASHINGTON (Reuters) - The rosters of the powerful, tax-writing panels of the U.S. Congress were nearly filled out on Thursday, with three prominent Republicans named to the Senate Finance Committee.

At a time when tax-and-spending issues are at center stage, Republican Senators Pat Toomey of Pennsylvania, Johnny Isakson of Georgia and Rob Portman of Ohio are joining the finance panel. It is chaired by Montana Democrat Max Baucus.

Toomey in 2011 proposed a tax reform plan that included raising revenues - taboo to many Republicans. Portman was a top lieutenant to Republican presidential candidate Mitt Romney and served as his debate-preparation sparring partner.

"Our tax code is in desperate need for a comprehensive overhaul," said Senator Orrin Hatch, the committee's top Republican, on Thursday in a statement. With the new Republican members on board, "we can and will achieve significant reforms."

The Republicans join two new Democrats on the committee: Sherrod Brown of Ohio and Michael Bennet of Colorado. They were named last month. Democrats, who control the Senate overall, have a 13 to 11 voting advantage on the committee.

Its make-up could change again soon if Democrat John Kerry of Massachusetts is confirmed to be President Barack Obama's secretary of state.

Business lobbyists routinely patrol the hearing rooms and hallways of Capitol Hill's tax committees, whose members can gather in major campaign contributions.

Members of the Ways and Means Committee are among the top fund-raisers in the House, according to an April 2012 study by the Sunlight Foundation, a liberal-leaning campaign finance watchdog group.

In the House, Republicans Tim Griffin of Arkansas, Mike Kelly of Pennsylvania and Todd Young of Indiana have joined the Ways and Means Committee. New Democrats are Allyson Schwartz of Pennsylvania, Danny Davis of Illinois and Linda Sanchez of California.

Republicans control the House overall and hold a 23 to 16 voting advantage on Ways and Means. There is one Republican spot on the panel still to be filled. Republican Ways and Means Chairman Dave Camp, from Michigan, in November promised to pass a tax reform bill out of the committee in 2013.

Obama, in his November 7 presidential victory speech, called for an overhaul of the tax code.

New state health laws praised - The Orange County Register

New health-related California laws will force insurers to cover mammograms for younger women, require nursing homes to quickly report elder abuse to police, and protect lactating mothers from workplace discrimination.

Here's a look at local reaction to some of the 2013 legislation:

Entertainer Mickey Rooney testified on Capitol Hill in Washington, Wednesday, March 2, 2011, about elder abuse, before the Senate Aging Committee.

ELDER ABUSE

AB40 resolves a longstanding conflict between state and federal laws related to elder-abuse reports, according to the office of Assemblywoman Mariko Yamada, the Northern California Democrat who authored the bill. The law took effect Jan. 1.

When elder abuse occurs in a nursing home, employees are required by law to file a report with the police or the long-term care ombudsman. When reports go to the ombudsman, strict federal confidentiality rules prevent the ombudsman from sending the report to law enforcement for a criminal investigation. The new law requires long-term care facilities to report suspected abuse that results in serious injury within two hours to police.

Kerry Burnight, a UC Irvine gerontologist, said it's unknown how often elder abuse occurs within nursing homes. In Orange County, 28,000 older adults live in long-term care facilities. In private residences, 800 elder abuse complaints are made each month, she said.

"Dementia is the greatest risk factor of elder abuse," Burnight said. "It's really important to listen to older adults; even with dementia, if they express fear or concern, to dig into it more."

Burnight said abuse can occur because some people with cognitive impairment may be resistant to care. They can also be perceived as "less than."

"We see elder abuse in multimillion-dollar homes in Newport and in the most expensive facilities," Burnight said. "It's really across the board of economic strata and all ethnicities."

BREAST-FEEDING

Previous law allows working mothers a reasonable amount of break time to pump breast milk. Additionally, employers must make a reasonable effort to provide a private place other than a toilet stall.

But AB2386, which took effect Jan. 1, forbids employers from discriminating against or harassing an employee due to breast-feeding.

Todd Scherwin, an Irvine labor lawyer, said state law forbids an employer to discriminate on the basis of sex, which includes gender, pregnancy and childbirth. The law expands the definition of "sex" to include breast-feeding.

Scherwin said the change in law was triggered by a 2009 case where a cashier at a Los Angeles taqueria was fired for nursing her premature infant during her lunch break. The Fair Employment and Housing Commission found that she experienced discrimination on the basis of her sex. The employer was fined and ordered to pay her back wages.

"I think employers just need to be more cognizant of making sure they're allowing proper space and proper time and whether it's conscious or subconscious, they're not doing anything that would be seen as retaliation or discrimination against a mother who returns to work and needs that time to breast-feed or pump," Scherwin said.

MAMMOGRAMS

Health plans were already required to cover mammograms, but AB137 removes age guidelines and calls for insurers to provide policyholders with information on when they should be screened for breast cancer.

The law goes into effect July 1.

Lisa Wolter, executive director of Orange County's affiliate of Susan G. Komen for the Cure, said some women under 40 with health insurance have been unable to get mammograms. The American Cancer Society recommends that women begin getting an annual mammogram at 40.

Wolter said in some cases Komen has paid for mammograms for those younger women with high risk or a family history of breast cancer even though they were insured.

"It's difficult for them to get a mammogram approved under their insurance," she said. "The benefit of this law is that rather than defining this by age, it defines it by need as determined by their medical provider."

She also praised the provision in the law that requires health plans to reach out to women about breast cancer screenings either by letters, phone calls or information in a newsletter.

"We do like that it does require education on the recommended timeline," she said. "Anything that will remind a woman that this is an important part of her health care."

Marketing blitz for web security

The Government is planning a major marketing campaign to promote better online security to all consumers, but with a special focus on school-children and so-called ?risky men? who take a reckless attitude to posting details online.
Ministers aim to get the messages on cyber-security into primary and secondary schools, arguing that children cannot be too young to learn how to protect themselves when using the web.
One senior official said: ?For some aspects of it, you cannot go too early. People are on the Net aged three or four. So for the messages that are appropriate at that age, we are looking to push it very young. But the broader awareness, card fraud and that sort of thing, GSCE-age doesn?t seem too late to us. From quite an early age, pushing issues such as making sure you are managing your online identity and not posting inappropriate details online.
?The big goal for the next 12 months is to get somewhere transformative in terms of business and public understanding of this issue,? added the official, who pointed to the need to educate those in the ?risky men? category. ?They are men who do quite a lot of Skype and retail online. They think they are capable of managing the risk, but they are not.
?This whole [campaign] needs to be carefully tailored so it doesn?t people put people off the Internet. Nonetheless, we need to inform them about what they need to be worried about and where they can go for more information.?
Concerns over cyber-crime refuse to die down, with a survey last October claiming that more than half of the UK population had been targeted by online scams, and almost one in five people had lost money as a result of a fraud.
The Cabinet Office?s parliamentary secretary, Chloe Smith, who is spearheading the government campaign, said the threats from cyberspace were ?ever growing and ever changing?. ?We need to crack this problem. I am not sure it will be possible to talk about being invulnerable, but it is possible to talk about being well prepared for incidents, for being well skilled across society and for government and industry and academia working together to take it seriously.?

An Introduction To The Pay Pay Call Business Model | David Wood's ...

pay-per-call-business-modelI don?t usually talk about business models, or ?ways to make money? as everyone already knows the most sustainable long term models out there.

You have offline clients (web design/SEO etc), private consulting, building sites, affiliate marketing, list building, product launches, blogging, Network Marketing and more (yada yada yada?).

However, ?the other week I started talking to an old buddy of mine. This friend had always struggled with Internet Marketing. He never really found his feet, he spent years constantly jumping from one opportunity to the next; but one day he disappeared off the map.

It was only the other week that he contacted me for a catchup. Fifteen minutes later my mind was blown (sort of). He figured out a way to go from earning $10k/year online working full time to over $150,000 working a mere few hours a day.

The model he was using was the pay per call model. The general consensus for ?offline IM? is that you should sell online marketing services to offline businesses. Building sites for offline businesses, leasing them or selling them SEO or other marketing services.

I?ve always thought offering marketing services to offline businesses was a smart idea to make some extra cash (why not). There are even countless Internet Marketing agencies out there making 7 or 8 figures a year dealing with big companies with in house teams.

Local businesses (small ones) have no idea how to market their businesses, most of them are stuck in the 80?s. So when an Internet Marketer approaches them and tells them they can generate them more business by setting up a website or SEO?ing their established site; they?re happy to make the investment.

However?

Small local businesses don?t want to screw around with marketing, they usually don?t like marketing at all. They are sales people if anything, not marketers and definitely not online marketers. They don?t want to know how you do SEO or social media; they just want more customers on a daily basis.

So as my friend (let?s call him Bob) was telling me; he started selling qualified leads to local businesses. The end goal of marketing campaigns for local businesses is to generate calls, to book appointments and send more people in/out the door. They want customers ringing them asking for their services.

You can sell SEO, social media and everything else to offline clients, but ultimately they only want more phone calls. So why not give them exactly that, why not give them phone calls?

Enter The Pay Per Call Business Model

The pay per call business model is exactly that, generating real-time phone calls to local businesses and charging them for each one. How you do it is pretty simple. You essentially build a lead generation funnel, consisting of one main website, some videos and classified ads.

What Bob was doing was picking a niche (like dentistry), a city (like New York), and building a website to rank for all of the local dentist related keywords in NY city (new york dentists, nyc dentists etc). This is what a lead generation site looks like:

Pay Per Call Business Model

Bob built simple sites like that designed to generate phone calls. He?d write up a basic home page, make the site look like a reputable company site, added a few articles and built a few backlinks.

Local keywords are very easy to rank for (there is little to no competition), so the link building he did was minimal (he doesn?t know much about SEO). Using a service I?ll tell you about in a minute, Bob paid for a US phone number for each site (costing about $2/month per number). Once the site started generating traffic, he would contact the local businesses (in this case dentists) and offer them the leads at a fixed price.

After several phone calls a business owner would agree to test the leads out for 1 week and if happy with them, pay $20+ per phone call received from Bob. Without being too technical. If your site targets a few keywords that generate a total of 1000 searches/month and your site received just 500, you might generate a conservative 50 calls. Billed at $20 a lead, that?s $1000 from 1 site, from 1 client.

Bob built over 150 of these sites and is continually growing his pay per call business. The cool part is the sites take hours to build, the clients are easy to find and there is a company/service that allows you to automatically bill/track calls/forward numbers and completely?systemically?the model.

Why Adoption Became Russell Moore's Personal Cause ...

Russell Moore, dean of the School of Theology at Southern Baptist Theological Seminary, recently talked with Religion News Service about why adoption has become his personal cause and why more evangelicals should be joining him. On the eve of the 40th anniversary of theRoe v. WadeSupreme Court decision that legalized abortion, Moore said adoption fits evangelicals' anti-abortion values, even as he maintains adoption isn't right for every family.

The interview has been edited for length and clarity.

You have written on a range of pop culture, political and social issues, so why have you made adoption?and specifically Christian adoption?your big cause?

My wife and I went through several years of infertility and miscarriages and found ourselves going through the process of adoption and we felt very much alone. So I started to write about the issue of adoption really to address people who are in the same situation that we were, which is not understanding and seeing the meaning of that rich metaphor of adoption in Scripture, not understanding how adoption makes a real family.

What do you see as the biblical metaphor of adoption?

Scripture says that Christians have been adopted into the family of God, and so regardless of background, regardless of past, everyone who is in Christ is part of the family.

With gay marriage legislation moving ahead and not as many victories as they would like on abortion, is this a cause where evangelicals could see more success?

I don't really see success in terms of legislative or cultural victory. I see it more in calling evangelical Christians back to a commitment that we've always had to shelter the vulnerable.

Are you suggesting that evangelical churches specifically or churches in general be more involved?

At the level of the common good, this is something that all people should be concerned about. But it's consistent for evangelical Christians to be pro-orphan.

Adoption has been a growing issue for evangelical churches in the last decade. How are they doing, and how much further do they have to go to meet your goals?

What most churches want, when they start to think about this issue, is a preprogrammed initiative, a set of instructions. I don't think this issue works that way. It has to be organic. It has to be flexible. It has to create a culture within a congregation.

It will be congregational cultures that start to change with the inclusion of the families who are adopting and fostering and caring for orphans. I think that's a long-term project over a generation, not something short-term.

Could this be a form of evangelism?the idea that children adopted by evangelicals may become evangelicals themselves?

Adoption and orphan care and foster care are not a covert means of evangelism any more than Christians having babies is a form of reproductive evangelism. It's simply Christians love children, and part of what it means to love children is to share the gospel.

Prospective parents often think of having children that look like them and have all 10 fingers and 10 toes. But should adoption be a nondiscriminatory calling?

Absolutely. That's one of the reasons why you have many Christians who are particularly adopting special needs children who are in all sorts of points of vulnerability, from AIDS to cleft palate to fetal alcohol syndrome. I also think that any family that's adopting needs to understand that this child is a person and not a project. Someone who believes that adoption is simply going to meet some void within that person's life is not someone who should adopt.
