Chinese man admits to poisoning frozen dumplings in 2008 case that sickened 9 in Japan

BEIJING ? A former food plant worker in China on Tuesday confessed in court to poisoning frozen dumplings that sickened 10 people in Japan in 2008, a scandal that strained Beijing-Tokyo relations just months before China hosted the Olympic Games.

The official Xinhua News Agency said Tuesday that 39-year-old Lu Yueting went on trial in Shijiazhuang in northern China's Hebei province and that Japanese officials were present. A court employee confirmed the trial but did not give his name, which is common among low-ranking Chinese bureaucrats.

A verdict is expected to be announced at a later date. Citing local prosecutors, the state-run English-language China Daily newspaper said the man is likely to receive at least 10 years in prison.

The former worker of Shijiazhuang-based Tianyang Food Plant was dissatisfied with his wages and, in late 2007, injected insecticide into several boxes of frozen dumplings to get attention from his managers, Xinhua said.

The products were later sold in Japan and in the Chinese city of Chengdu. Four Chinese people also were sickened, Xinhua said.

Millions of bags of dumplings were recalled, and Chinese food products were taken off shelves in Japan out of food safety worries, while Beijing prepared to host the 2008 Olympics Games.

Xinhua said authorities detained Lu in 2010 after more than two years of investigations. China Daily said he contaminated the dumplings with methamidophos, a type of pesticide.

1,208 Porsche 911s hit the Silverstone track to celebrate Porsche-s 50th anniversary

Last month, we reported that plans by Silverstone Classic to run a record-breaking parade of Porshe 911s to celebrate the 50th anniversary of Porsche had garnered so many applications that Silverstone has to stop accepting applications nearly two months ahead of the event.

Now the 2013 Silverstone Classic 911 Parade has happened it seems Silverstone decided to go for broke, and instead of the originally planned parade of 911 911s, they actually managed to drive 1,208 911s round the Silverstone track at the same time ? a new record.

As well as 1208 911s, Porsche and the organisers of the Silverstone Classic managed to entice a number of names along too, including Mark Porsche ? great grandson of Porsche founder, Ferdinand Porsche ? former F1 and Le Mans driver Derek Bell and Le Mans drivers John Fitzpatrick and Richard Attwood.

But the celebration wasn?t really rooted round famous names ? the 911 was the star of the show and the owners and drivers who turned up to take their pride and joy round Silverstone was what made the event special.

The parade included many of the most famous 911s, including the Carrera, RS, RSR, GT, Speedster and Targa variants, and a great time seems to have been had by one and all.

Mark Porsche said:

Of course, the 911 means a great deal to me as it?s my father?s big design and it will always have a special place in my heart.

It?s been a family member over all the generations of the 911 series and I?m very proud to be here today to represent the Porsche family at this great event.

I think that to have these 1,200 cars on track is the attention that the 911 deserves for its 50th?birthday. I can?t thank the Porsche Club GB enough for making this event possible.

As well as providing a stunning Porsche spectacle at Silverstone, the record-breaking 911 parade also raised funds for the ?Hope for Tomorrow? cancer charity.

Massive explosions rock central Fla. gas plant

TAVARES, Fla. (AP) ? A series of explosions rocked a central Florida propane gas plant and sent "boom after boom after boom" through the neighborhood around it. Eight people were injured, with at least four in critical condition.

John Herrell of the Lake County Sheriff's Office said early Tuesday there were no fatalities despite massive blasts that ripped through the Blue Rhino propane plant late Monday night. Officials initially scrambled to find more than a dozen employees after the explosions.

"Management is comfortable saying all of those they knew were there tonight have been accounted for," he said.

Tavares Fire Chief Richard Keith said possible causes of the explosion may be either equipment malfunction or possibly human error. Sabotage was not suspected.

One person injured in the explosion was listed in critical condition at University of Florida Health Shands Hospital and three others were listed in critical condition at Orlando Regional Medical Center. Herrell said some others drove themselves to area hospitals.

Tavares Battalion Commander Eric Wages said five workers walked up to a command center firefighters set up near the plant Monday night with skin hanging off their arms, torso and faces. He said their arms were outstretched and they were in complete shock.

The Blue Rhino plant, which is northwest of Orlando, refilled propane tanks typically used for barbecues and other uses. There were some 53,000 20-gallon tanks at the plant on Monday.

Herrell said a crew of 24 to 26 people was working the overnight shift when the explosions occurred around 10:30 p.m. Monday.

Tuesday morning, smoke still billowed from a storage container on the property, which consists of a couple of warehouses next to each other. The parking lot was littered with thousands of blackened 20-gallon propane containers.

Nearby, three 33,000-pound tanks of propane sat untouched. Lake County Battalion Chief Chris Croughwell said the hoses designed to spray water on the large tanks in case of fire, did not go off as planned because they had to be manually activated. "Most sane people don't stick around for an event like this," he added.

Tavares Mayor Robert Wolfe said Tuesday that he was surprised to learn the hoses at the plant had to be manually activated. If Blue Rhino reopens the plant, Wolfe said he plans to raise the safety issue. "That way, it's fail safe," Wolfe said. "We're lucky those tanks didn't explode."

Croughwell said firefighters who responded to the initial fire had to wait to enter plant site because conditions were so dangerous. Just as they were finally about to go in, four tractor trailers parked next to the large propane tanks caught fire.

If the large tanks exploded, Croughwell said, "it would have wiped us out."

Video footage on WESH-TV in Orlando showed fires burning through trucks used to transport propane tanks, which were parked at the plant. The fire sent plumes of smoke into the air hours after the blast.

Keith said the explosions shook his house several miles from the plant. "It truly sounded like a car hit our house," he said.

Herrell said about 50 homes were evacuated Monday night but residents were allowed back in about four hours later.

Marni Whitehead, 33, who lives less than a mile from the plant, said she was in bed ready to go to sleep when she heard a loud boom.

She ran outside and saw other neighbors outside and then they saw the explosions.

"We knew right away it was the plant, the propane plant," Whitehead said. "After that, it was just sort of panic."

Whitehead likened the explosions to Fourth of July fireworks. "And it was just boom after boom after boom," she said.

Herrell said officials believe the fire was contained and wouldn't spread to another part of the plant.

According to the Leesburg Daily Commercial, the plant was built in 2004 and employs fewer than 50 people.

Obama administration delayed plans to improve oil train safety by nearly a year

WASHINGTON (AP) ? The Obama administration has delayed by nearly a year a plan to boost safety standards for the type of rail car involved in a fiery explosion that killed at least 47 people in Canada this month.

Officials began work on the rule more than a year before an oil train derailed and exploded in Quebec on July 6 ? but the rule was never put in place. The proposal by the Pipeline and Hazardous Materials Safety Administration is intended to fix a dangerous design flaw in a rail car commonly used to haul oil and other hazardous liquids from coast to coast. The soda-can shaped car, known as the DOT-111, has come under scrutiny from safety experts because of its tendency to split open during derailments and other major accidents.

That's exactly what happened when an unattended Montreal, Maine & Atlantic Railway train came loose, hurtling down a 7-mile incline before derailing and igniting in Lac-Megantic, near the Maine border. All but one of its 73 cars were carrying crude oil, and at least five exploded, setting off massive explosions that devastated the small lakeside town of 6,000 people.

The structure of the tank car is not believed to be a factor in the derailment, which is under investigation. But transportation experts say the car's underlying design makes it prone to damage and catastrophic loss of hazardous materials.

A proposed rule to beef up rail-car safety was initially scheduled to be put in place last October, but it has been delayed until late September at the earliest. A final rule is not expected until next year.

The pipeline safety agency said in a report this month that the latest delay was needed to allow "additional coordination" among officials and interested groups, including industry representatives who have resisted calls to retrofit existing cars, citing the expense and technical challenges such a requirement would pose.

In the first half of this year, U.S. railroads moved 178,000 carloads of crude oil. That's double the number during the same period last year and 33 times more than during the same period in 2009. The Railway Association of Canada estimates that as many as 140,000 carloads of crude oil will be shipped on Canada's tracks this year, up from 500 carloads in 2009. Much of that increase is from oil produced in the Bakken oil patch in North Dakota and Montana and surrounding areas. The train that crashed in Quebec was carrying oil from North Dakota to a refinery in New Brunswick, Canada.

The DOT-111 tank car represents more than two-thirds of the rail fleet carrying crude oil.

The Associated Press reported in September that the DOT-111 tank car has been allowed to haul hazardous liquids from coast to coast even though transportation officials were aware of the design flaw.

The AP had reviewed 20 years of federal rail accident data involving DOT-111 cars used to haul ethanol and found that the cars had been breached in at least 40 serious accidents since 2000. In the previous decade, there were just two breaches.

Sen. Charles Schumer, D-N.Y., is urging the Obama administration to phase-out DOT-111 tank cars or require freight rail carriers to retrofit them to prevent potential explosions or spills. Schumer described the DOT-111 cars as "flawed, out-of-date and a factor in hazardous material spills during derailments," such as the one in Quebec.

While freight rail should not be "demonized," increased traffic of rail cars carrying crude oil "warrants increased safety measures, and that begins with putting the safest, most up-to-date tank cars on the tracks," Schumer said at a news conference last week in Albany, N.Y.

Democratic Reps. Mike Michaud and Chellie Pingree of Maine said the government should conduct a wide-ranging safety review as transportation of oil by train increases dramatically in Maine and other states. Nearly 30,000 barrels of per day crossed Maine in March ? 15 times more than the same period a year earlier, the lawmakers said in a letter to National Transportation Safety Board and other officials. The train that derailed in Quebec was scheduled to cross Maine on its way to a refinery in St. John, New Brunswick.

A spokeswoman for the American Association of Railroads, which represents the rail industry, said the group shares Schumer's belief in putting safety first.

"If safer and better DOT-111s can be had, then it makes good sense to ensure that the design and standards that these cars are built to, must be tougher than the federal standards that exist today," said spokeswoman Patricia Reilly.

Rather than waiting for the Obama administration to act, Reilly said, the industry has adopted voluntary standards ensuring that all DOT-111s ordered after October 2011 meet tough requirements recommended by the NTSB after a deadly ethanol train derailment and explosion in Illinois in 2009.

But those voluntary standards do not apply to an estimated 40,000 cars built before October 2011 that carry oil, ethanol and other flammable liquids.

The railroads and the oil industry have resisted calls to retrofit existing cars, saying that would present technological and engineering challenges and cost at least $1 billion.

The American Petroleum Institute, the largest lobbying group for the oil industry, declined an interview request. But in comments submitted along with the Renewable Fuels Association, the American Chemistry Council and other groups, the API asked the Obama administration to focus its rule-making on cars built after October 2011.

The industry's proposal "ignores the safety risks posed by the current fleet," the NTSB said in a report on safety recommendations last year. Older tank cars "can almost always be expected to breach in derailments that involve pileups or multiple car-to-car impacts," the report said.

The NTSB cited the car's "inadequate design" in the 2009 crash outside Rockford, Ill., which killed a woman and injured 11 others. The NTSB called for a redesign or replacement of the DOT-111 cars. A decision on whether to require a redesign is up to the pipeline safety administration, part of the U.S. Department of Transportation.

The DOT-111 car's steel shell is too thin to resist puncture in accidents, the NTSB said, and the ends of the car are vulnerable to ruptures. Valves used for unloading and other exposed fittings on the tops of the tankers can also break during rollovers.

The flaws were noted as far back as a 1991 safety study.

The pipeline safety administration is considering whether to split the proposed rule into one that addresses new tank cars and another that addresses possible retrofits, said spokesman Gordon Delcambre Jr.
