Suicide Bombing Kills 6, Wounds Dozens In Northwest Pakistan

PESHAWAR, Pakistan ? A suicide bomber targeting a police van killed six people in northwestern Pakistan on Monday, including the son and nephew of an Afghan official involved in peace negotiations with the Taliban, officials said.

The bomber, who was riding a motorcycle, detonated his explosives as the police patrol drove by in the northwestern city of Peshawar, said city police chief Liaqat Ali Khan.

The two Afghans who were killed ? Qazi Mohammad Hilal Waqad and Mohammad Idrees ? were working at their country's consulate in Peshawar where the attack occurred, said Afghan Consul General Syed Mohammad Ibrahim Khel in Islamabad.

However, it did not appear they were the target of the attack, Khel said.

Waqad's father, Qazi Amin Waqad, is a member of the Afghan High Peace Council, a group appointed by the Afghan government to hold peace negotiations with the Taliban, said an official at the consulate in Peshawar, Shakir Qarar.

The peace council member was in Afghanistan when the attack occurred, while Waqad and Idrees were driving to work when the bomber struck, Qarar added.

Three policemen were among over 30 people who were wounded by the blast, said the police chief, Khan. Many of the dead and wounded were from a nearby passenger bus, which bore the brunt of the attack.

Local TV footage showed the wreckage of the bus and the motorcycle, as rescue workers rushed wounded people to hospitals in the city.

No one immediately claimed responsibility, but suspicion will likely to fall on the Pakistani Taliban. The group has been waging a bloody insurgency against the government for years and has stepped up attacks ahead of next month's parliamentary election.

On Sunday, the Taliban killed 11 people in bomb attacks on a political rally and two campaign offices in the northwest, part of their quest to disrupt the election. The group has killed at least 60 people in attacks on politicians and party workers since the beginning of April.

The Taliban have specifically targeted more secular political parties that have supported military offensives against the militants in the northwest. The Taliban have largely spared Islamic parties and others who believe the government should strike a peace deal with the militants, rather than fight them.

There is a concern that the violence could benefit the parties that take a softer line toward the militants because they are able to campaign more freely ahead of the May 11 election.

"Unless the government, the country's independent election commission and security forces ensure that all parties can campaign freely without fear, the election may be severely compromised," Ali Dayan Hasan, the head of Human Rights Watch in Pakistan, said in a statement issued Monday.

Italy's Saccomanni moves from central banker to economy minister

ROME (Reuters) - Italy's new Economy Minister Fabrizio Saccomanni is a 70-year-old central banker virtually unknown to the general public, who should reassure financial markets and the rest of Europe that the country will not stray from fiscal orthodoxy.

He has spent most of the last 46 years at the Bank of Italy, where he is deputy governor, having been passed over for the top job when Mario Draghi left in 2011 to head the European Central Bank.

Few can doubt Saccomanni's knowledge of economics and finance, but without any party affiliation he may lack the political clout to push through unpopular policies and risks being caught in the crossfire of cabinet infighting.

Draghi pushed for his deputy to replace him when he left the Bank of Italy but Saccomanni was opposed by Silvio Berlusconi's center-right government and compromise candidate Ignazio Visco leapfrogged him in the bank's hierarchy to become governor.

That was not the first time Saccomanni missed out. In 1998 he was expected to be Italy's first member of the ECB's six-member executive board but lost out to Tommaso Padoa-Schioppa, who was more favored by Romano Prodi's center-left government.

Reserved but amiable, with a dry sense of humor, Saccomanni continues a tradition of technocrats who have made the move from the Bank of Italy to the economy ministry, the most recent examples being Padoa-Schioppa and Carlo Azeglio Ciampi.

He had to overcome the resistance of Berlusconi, a key stakeholder in Prime Minister Enrico Letta's left-right coalition, who said on Friday that Saccomanni would be an unacceptable appointment.

"We've had enough of technocrats, we have been through a government that created a disaster because of its excessive fiscal rigor," he said, in reference to Mario Monti's outgoing technocrat administration.

RECESSION

Saccomanni publicly backed Monti's austerity policies several times, abandoning his usual reserve to take on a role of convincing the press and investors of Italy's creditworthiness at the height of the euro zone debt crisis in 2011 and 2012.

However the central bank's forecasts proved far too optimistic on Italy's growth prospects as the country sank into its longest recession for 20 years.

As economy minister, Saccomanni's primary task will be to breathe life into the euro zone's third largest economy with structural reforms and growth-boosting measures without allowing public finances to go off the rails.

One thing the center-right and center-left components in the broad coalition most strongly agree on is that Italy must try to re-negotiate its fiscal targets with Brussels and win more leeway to stimulate the ailing economy.

With his economic experience, international credibility and fluent English, Saccomanni will be well placed to present Italy's case.

Despite his low public profile he has been well known to the international financial elite for decades. He sits on the board of the Bank for International Settlements in Basel and was one of the behind-the-scenes negotiators who prepared Italy for European Monetary Union in the 1990s.

A native of Rome, he studied economics at Milan's Bocconi University and later at Princeton University in the United States and joined the banking supervision department of the Bank of Italy in 1967.

He has been at the central bank ever since, excluding stints on secondment to the International Monetary Fund from 1970 to 1975 and as deputy president of the London-based European Bank for Re-construction and Development from 2003-2006.

Saccomanni is married with no children.

NJ defendant: Cannibalism too creepy for NY trial

NEW YORK (AP) ? The lawyer for a New Jersey man charged in a kidnap-murder case said Thursday she'll seek to exclude from his trial mention of his ties to a police officer convicted in a cannibalism plot.

Attorney Alice Fontier said cannibalism is too "creepy" for jurors to hear at the upcoming trial of Trenton resident Michael Vanhise. He's scheduled for a November trial on charges stemming from a plot to kidnap and kill women.

"At some point, you really want to cap the creepiness," she said. "To my knowledge, Mr. Vanhise has never discussed cannibalism with anyone and so I don't want it before the jury."

She also said it was likely Vanhise would testify at trial.

"He may be the only one who can credibly say: 'This is what I was thinking about,'" when confronted with things he wrote online, she said.

The attorney spoke outside court after Vanhise and two co-defendants pleaded not guilty to a new indictment.

Vanhise was arrested in January and charged with plotting with former New York police Officer Gilberto Valle to kidnap and murder a Manhattan woman. References to Valle and cannibalism were excluded from descriptions of a kidnapping conspiracy charge in an indictment returned Wednesday.

In the latest court papers, Vanhise was paired with a former librarian at Stuyvesant High School in lower Manhattan and the chief of police at the Bedford Veterans Administration Medical Center in Massachusetts. Both men have been held without bail since their arrest last week on charges that they plotted to kidnap, rape, torture and kill women, children and infants.

All three men were handcuffed and shackled Thursday when they pleaded not guilty.

Prosecutors said Valle plotted to kidnap, torture, kill, cook and eat women. He was convicted last month of conspiracy charges and is awaiting sentencing. His lawyers said he was just fantasizing online. Vanhise is expected to use a similar defense, though Fontier said Vanhise also will show jurors that he repeatedly tried to make reports to local police when he came across anyone online who he believed was doing more than fantasizing.

Fontier said Vanhise also has the support of his wife. Valle's wife was a major government witness against him.

After Helping Launch Facebook Home, Charles Jolley Leaves To Join Battery Ventures As EIR To Work On His Next Mobile Startup

Charles Jolley, head of product for Facebook’s mobile platform and a key member of the Facebook Home team, who joined Facebook when it acquired his startup Strobe in November 2011, has left the company to work on his own startup, which he will do as entrepreneur-in-residence at Battery Ventures. The news was announced by Jolley himself in a post on Facebook last week. And today it was formally followed up by an announcement from Battery Ventures. In an interview with TechCrunch, Jolley said that he had been wanting to work on a new startup for a while already — he is a serial entrepreneur and his departure post on FB (included below) says it’s been something on his mind for more than two years. Jolley told us wanted to stay on with Facebook until Home was launched — working on the new lock screen and Chat Heads were his last projects there. Other notable recent departures include ad man Antonio Garcia-Martinez, director of product Blake Ross and designer Nicholas Felton. Jolley says he is still working out the new idea for the startup. For now, he says that he knows he wants it to focus on tablets and the “sweet spot” for tablet usage. “We did some primary research for Strobe for demand curves for tablets,” he said. “We found that that when you have a tablet 7 inches in size, and of good quality, when it falls to around $200 there will be an increase in demand.” He believes that a critical mass in that kind of tablet will “hit in the next year.” Already — he notes, citing data from Gartner — more than 25% of mobile users do not own a PC, and the rise of inexpensive but powerful tablets will continue driving that push (something analysts are also tracking). “People will buy them for their family and will carry them everywhere,” Jolley predicts. “Also usage changes dramatically when you don?t just have a tiny screen but a big one. Less than 24 hours after she told a fan on Twitter Monday that she was "doing great...and I'm sober!" "Teen Mom 2" star Jenelle Evans was arrested in Brunswick County, N.C., and charged with possession of heroin, simple possession of a Schedule II controlled substance and possession of drug paraphernalia.

The troubled MTV star's lawyer, Dustin Sullivan, tells TODAY.com that Evans also was charged with simple assault, and failure to pay her child support payment to her mother, Barbara Evans.

Evans' husband, Courtland Rogers, was also arrested Tuesday, and has been charged with possession of heroin, as well as assault on a female.

"Courtland is currently on probation for the assault on a female charge that Jenelle filed against him in January," Sullivan said. "He recently pleaded guilty to that charge and was on probation for it when he was arrested today."

Sullivan said that Evans' charges were split up and that she received two separate court dates: one in May for the misdemeanor charges, and one in June to deal with the felony drug charges.

"She was very upset when I saw her in court," Sullivan tells TODAY.com. "She was crying in court and she denies having any involvement with the drugs that were found."

Evans, who has made two trips to rehab in the past two years, was shown on Monday night's episode of "Teen Mom 2" discussing her drug use, and took to her Twitter account Monday night to defend herself.

Sullivan said that while Evans has been bonded out of jail, Rogers was still behind bars when Evans left jail. Coincidentally, Evans' former fiance, Gary Head, turned himself into the Brunswick County Jail today to begin serving a sentence for a DWI charge.

"At one point today, Gary, Jenelle and Courtland were all in the jail behind bars at the same time," Sullivan said.

According to Sullivan, Evans wasn't on probation at the time of her arrest, but is currently prohibited from having any contact with Rogers.?

New material approach should increase solar cell efficiency

Apr. 23, 2013 ? "When designing next generation solar energy conversion systems, we must first develop ways to more efficiently utilize the solar spectrum," explained Lane Martin, whose research group has done just that.

"This is a fundamentally new way of approaching these matters," said Martin, who is an assistant professor of materials science and engineering (MatSE) at Illinois. "From these materials we can imagine carbon-neutral energy production of clean-burning fuels, waste water purification and remediation, and much more."

Martin's research group brought together aspects of condensed matter physics, semiconductor device engineering, and photochemistry to develop a new form of high-performance solar photocatalyst based on the combination of the TiO₂ (titanium dioxide) and other "metallic" oxides that greatly enhance the visible light absorption and promote more efficient utilization of the solar spectrum for energy applications.

Their paper appears in the journal Advanced Energy Materials.

According to Martin, the primary feature limiting the performance of oxide-based photovoltaic and/or photocatalytic systems has traditionally been the poor absorption of visible light in these often wide band gap materials. One candidate oxide material for such applications is anatase TiO₂, which is arguably the most widely-studied photocatalyst due to its chemical stability, non-toxicity, low-cost, and excellent band alignment to several oxidation-reduction reactions. As the backbone of dye-sensitized solar cells, however, the presence of a light-absorbing dye accounts for a large band gap which limits efficient usage of all but the UV portion of sunlight.

"We observed that the unusual electronic structure of SrRuO₃ is also responsible for unexpected optical properties including high absorption across the visible spectrum and low reflection compared to traditional metals," stated Sungki Lee, the paper's first author. "By coupling this material to TiO₂ we demonstrate enhanced visible light absorption and large photocatalytic activities."

"SrRuO₃ is a correlated electron oxide which is known to possess metallic-like temperature dependence of its resistivity and itinerant ferromagnetism and for its widespread utility as a conducting electrode in oxide heterostructures," Lee added. Referring to this material as a "metal," however, is likely inappropriate as the electronic structure and properties are derived from a combination of complex electronic density of states, electron correlations, and more.

Using a process called photo-excited hot-carrier injection from the SrRuO₃ to the TiO₂, the researchers created new heterostructures whose novel optical properties and the resulting high photoelectrochemical performance provide an interesting new approach that could advance the field of photocatalysis and further broaden the potential applications of other metallic oxides.

This work provides an exciting new approach to the challenge of designing visible-light photosensitive materials and has resulted in a provisional patent application. The work was primarily supported by the ongoing International Institute for Carbon Neutral Energy Research (I²CNER) program, a partnership between Kyushu University in Japan and the University of Illinois.

"The I²CNER project brings together some of the leading energy researchers from around the globe," explained I²CNER Director Petros Sofronis, who is also a professor in the Department of Mechanical Science and Engineering at Illinois. "Results from Dr. Martin's research group and others demonstrate that I²CNER is not only an experiment on international collaboration. It is a concerted institutionalized effort to pursue green innovation and reduced CO₂ emissions, as well as to advance fundamental science and develop science-based technological solutions for the reorganization of sustainable and environmentally friendly society."

WASHINGTON ? Voters in the nation's capital are all but certain to approve a charter amendment on Tuesday that would grant the city more control over its municipal budget.

In theory, the amendment would take effect unless Congress passes a disapproval resolution and President Barack Obama signs it. But both the White House and Senate Democrats have shown strong support for greater independence for the district, so that is highly unlikely.

Delegate Eleanor Holmes Norton, a Democrat who represents the District of Columbia in Congress says it's unclear what will happen if the referendum passes.

Some fear the amendment will backfire or that it won't get the district any closer to its long-stated goal of spending local tax dollars without congressional approval.

The latest national survey of 100% biodiesel (B100) "blend stock" samples by the U.S. Department of Energy's National Renewable Energy Laboratory (NREL) found that 95% of the samples from 2011-12 met ASTM International fuel quality specifications. The ASTM standards serve as guidelines for industry and are designed to ensure quality at the pump for consumers along with reliable operation of the nation's vehicles powered by biodiesel blends.

"The survey showed a major improvement over results from previous years," NREL Senior Chemist Teresa Alleman said. "In our 2007 survey of B100 biodiesel, less than half of the samples met quality specifications. More stringent quality requirements, along with the voluntary BQ-9000 quality management program, are among the reasons for this marked improvement."

B100 is not commonly used as a fuel, but is blended with petroleum diesel, typically in blends up to 20%, and has been part of the industry's steady growth in the past decade. B100 production increased from 27.9 million gallons in 2004 to more than 1 billion gallons in 2012.

For the most recent survey conducted from August 2011 to February 2012, NREL researchers collected fuel samples from 53 producers and 14 terminals from across the United States. Terminals from the East and West Coasts, the Rocky Mountain region, and the Midwest were tested for a range of critical properties, such as free and total glycerin content, metals content, and cloud point that could have an immediate impact on operability.

To ensure product quality, ASTM published the first B100 quality standards in 2002. ASTM International does not enforce fuel quality, but it is a leader in the development and delivery of international voluntary consensus standards. Its specifications are frequently adopted by state and local governments to ensure fuel quality and are monitored by industry members. NREL is among the organizations participating in the development of standards.

Investigators probe Lion Air crash in Bali

BALI, Indonesia (AP) ? Indonesian investigators on Sunday began working to determine what caused a new Lion Air passenger jet to miss a runway while landing on the resort island of Bali, crashing into the sea without causing any fatalities among the 108 on board.

The National Transportation Safety Committee is examining the wreckage of the Boeing 737-800 that snapped in half before coming to a stop in shallow water near Bali's airport on Saturday, said Transportation Ministry spokesman Bambang Ervan.

He said aviation authorities have already removed the plane's flight data recorder and are now planning to tow the aircraft to a beach. Divers were searching for the cockpit voice recorder located in the tail. Some experts are questioning what could have caused the crash, including whether wind shear may have played a role.

All 101 passengers and seven crew members were safely evacuated from the budget carrier flight coming from Bandung, the capital of West Java province. Some swam from the wreckage while others were plucked from the water by rescuers in rubber boats. Dozens suffered injuries, but most had been released from local hospitals by Sunday.

"I couldn't wait to land in Bali when the cabin suddenly turned dark. I heard a sound like an explosion and water was coming in," recalled Irawati, a 60-year-old woman who uses one name like many Indonesians. "I heard people shouting frantically: 'The plane crashed! Get out! Get out!' I did not even have the energy to move my body. I was so weak and frightened, and I was asking a flight attendant for help before I passed out."

She told The Associated Press from her hospital bed that when she regained consciousness, the pilot and co-pilot were putting a life jacket on her and helping her down a rubber ladder. She was then pulled onto a surf board by rescuers. She suffered neck injuries.

Another survivor, Andi Prasetyo, who is now staying at a hotel, said everything appeared fine and there was no warning of any problem.

"The cabin crew had already announced that we would be landing shortly, and I was so excited when I saw the ocean getting closer, but suddenly ... it fell," he said. "I can't believe that the plane actually landed on the sea, and everything changed to dark. It was full of horrific screaming. None of us remembered about the life jackets under our seats. Everybody rushed to get out of the plane."

Officials said there were three foreigners on board ? two Singaporeans and a French national ? all of whom suffered slight injuries.

Authorities initially said the plane overshot the runway before hitting the water, but Lion Air spokesman Edward Sirait later said that the plane crashed about 50 meters (164 feet) ahead of the runway. The weather was cloudy with rain at the time of the incident.

"It apparently failed to reach the runway and fell into the sea," said Sirait.

He said the Boeing 737-800 Next Generation plane was received by the airline last month and was declared airworthy. The plane had landed in two other cities on Saturday prior to the crash.

Given the aircraft was new, Sydney-based aviation expert Tom Ballantyne said a technical or mechanical problem seems unlikely. He said it was lucky that the plane landed flat in shallow water rather than nosediving or hitting deep water where it could have quickly been submerged.

"I'm surprised. The airplane split in two upon impact," he said, estimating it was likely traveling close to 300 mph. "It was coming into land and hit the water very hard. It's a miracle nobody was killed."

The pilot was experienced, logging 10,000 flying hours, Sirait said. It was unclear whether human error may have played a role in the accident. However, Indonesian aviation analyst Ruth Simatupang, a former investigator at the National Safety Transportation Committee, suspects some sort of miscalculation involving the landing.

"Something was obviously wrong with the pilot, and wind shear is a possibility that could lead to an unstable approach," she said. Sudden changes in wind speed or direction, known as wind shear, can lift or smash aircraft into the ground during landing.

The pilots will be grounded for two weeks for tests to ensure they were healthy during the flight and for questioning by investigators. They have also undergone alcohol and drug testing, and the preliminary results were negative, Herry Bakti Gumay, a Transportation Ministry official, told a news conference Sunday. Five pilots from Lion Air have been arrested for illicit drug use in the past two years.

Rapidly expanding Lion Air is Indonesia's top discount carrier, holding about a 45 percent market share in the country, a sprawling archipelago of 240 million people that's seeing a boom in both economic growth and air travel. The airline has been involved in six accidents since 2002, four of them involving Boeing 737s and one resulting in 25 deaths, according to the Aviation Safety Network's website.

Lion Air is currently banned from flying to Europe due to broader safety lapses in the Indonesian airline industry that have long plagued the country. Last year, a Russian-made Sukhoi Superjet-100 slammed into a volcano during a demonstration flight, killing all 45 people on board.

Indonesia is one of Asia's most rapidly expanding airline markets, but is struggling to provide qualified pilots, mechanics, air traffic controllers and updated airport technology to ensure safety.

Lion Air, which started flying in 2000, signed a $24 billion deal last month to buy 234 Airbus planes, the biggest order ever for the French aircraft maker. It also gave Boeing its largest-ever order when it finalized a deal for 230 planes last year. The aircraft will be delivered from 2014 to 2026 as the airline positions itself to take on AirAsia, which dominates budget travel in the region.

Olympic satire races against dramas in top British TV awards

LONDON (Reuters) - A television satire that lampooned organizers of the 2012 London Olympics was in a head-to-head race against two dramas as the most nominated shows in Britain's top TV awards on Tuesday.

The satire "Twenty Twelve" received four nominations in the British Academy Television Awards as did the Hitchcock drama "The Girl" and romantic series "Last Tango in Halifax".

Three actors from "Twenty Twelve" were competing for best performance in a comedy program - Jessica Hynes, Olivia Colman, and Hugh Bonneville - while the show on public broadcaster BBC was also nominated for best Situation Comedy.

The Olympic opening ceremony aired on BBC1 was also nominated for an award, in the Sport and Live Event category, alongside the Olympics Super Saturday on BBC1, Channel Four's Paralympic cover and Wimbledon's Men's Final broadcast by BBC1.

Actors from the most nominated drama series were competing for the top acting awards handed out by the British Academy of Film and Television Arts' (BAFTA) in its annual TV prizes.

Tony Jones from "The Girl" shown on BBC2 was up against Derek Jacobi from "Last Tango in Halifax" on BBC1 for Leading Acting.

The four-man field also included Ben Whishaw, best known as the gadget guy Q in the James Bond movie "Skyfall," for his portrayal of Richard II on BBC2, and Sean Bean for playing the transvestite Tracie in "Accused" on BBC1.

Sienna Miller in "The Girl" was competing against Anne Reid from "Last Tango in Halifax", Rebecca Hall from period drama "Parade's End" and Sheridan Smith from "Mrs Biggs" about the wife of the great train robber Ronnie Biggs for Leading Actress.

The International Award was a contest between the Danish crime drama "The Bridge" on BBC4, the post 9/11 psychological drama "Homeland" on Channel 4, and Sky's fantasy epic "Game of Thrones" and New York quirky comedy "Girls".

An ITV expose about the late TV presenter Jimmy Savile who, posthumously, was found to have carried out sex crimes on an unprecedented scale over six decades, was nominated for best Current Affairs show.

Also competing in this category was a Panorama special about Britain's hidden housing crisis, a documentary called "The Shame of the Catholic Church" on BBC2 and the second nomination for Arab news channel Al Jazeera's "What Killed Arafat?"

Among the leading channels, BBC2 led the field with a total of 26 nominations, followed by BBC1 with 22, Channel 4 with 16, and ITV with 10.

The BAFTA TV awards, sponsored by Arqiva, will be announced on May 12.

NFL, ex-players prep for battle over concussions

PHILADELPHIA (AP) ? With perhaps billions of dollars at stake, a hearing Tuesday over concussion litigation filed against the NFL promises to be a brawl between legal heavyweights.

About 4,200 former players have sued the league. Some suffer from dementia, depression, Alzheimer's disease and other neurological problems. Others simply want their health monitored.

And a small number, including Ray Easterling and 12-time Pro Bowler Junior Seau, committed suicide after long downward spirals.

The players' lawyers accuse the NFL of promoting violence in the game and concealing known cognitive risks from concussions and other blows to the head. They hope to keep the litigation in federal court so they can use the discovery process to access NFL files ? and see what the league knew when.

"The NFL failed to live up to its responsibility: it negligently heightened players' exposure to repeated head trauma and fraudulently concealed the chronic brain injuries that resulted," the players' lawyers wrote in their latest brief, filed in January.

The NFL, with $9.2 billion in annual revenues, argues that the complaints belong in arbitration under terms of the collective bargaining agreement. The league insists it has always followed the best available science and made player safety a top priority.

"The rule in our league is simple: Medical decisions override everything else," NFL Commissioner Roger Goodell said in a speech last month at the University of North Carolina.

The NFL will be represented Tuesday by Paul Clement, a former U.S. solicitor general under President George W. Bush who has fought gay marriage, gun-control measures and President Barack Obama's state health care mandates before the Supreme Court.

Players' lawyer David Frederick, an Obama ally, has taken consumer protection fights over investor fees and prescription drug warnings to the high court.

"They spend most of their time, Paul Clement and David Frederick, at the Supreme Court," said Paul Anderson, a Missouri lawyer who tracks the NFL litigation on his website, nflconcussionlitigation.com. "This is really a multibillion-dollar issue. That's why both parties went out and hired the best of the best."

Senior U.S. District Judge Anita B. Brody of Philadelphia will hear the case and decide whether the lawsuits stay in federal court or are "pre-empted" by the collective bargaining agreements. Scores of related lawsuits around the country have been steered to her because she had been assigned the 2011 Easterling suit, the first to be filed.

If Brody sides with the players, she would then rule on some broader issues, which are expected to include hard-fought battles over the science of concussions and brain injuries, along with the players' claims of fraud and negligence. The cases would then be returned to their home states to resolve individual damage claims, based on each player's history.

If the NFL prevails, the players must seek individual arbitration awards. But no money is expected to change hands for years while the case plays out. Brody's ruling, which could take months, is likely to be appealed by the losing side.

Alternatively, she could issue a mixed ruling because of a six-year "gap," from 1987 to 1993, when there was no collective bargaining agreement in place. The NFL, eager to avoid discovery, has argued that those players were bound by previous contracts or contracts in effect when they later collected pensions.

Similarly, the league had no union contracts in place before 1968, but Anderson and others question whether those players have much of a case, since most of the scientific findings linking concussions to possible brain injuries emerged in the 1990s and later.

Goodell, in his UNC speech, called concussions "a global issue, not just a football issue."

He said the league has pledged $30 million to the National Institutes of Health for broad-based research on the brain, which he said affects tens of millions of people. And he said the latest players' contract sets aside another $100 million for research over the next decade.

The latest concussion study at the Boston University School of Medicine, released in January, looked at the donated brains of 85 people who had suffered head trauma in football, hockey, boxing or military combat. The study found 68 had evidence of chronic traumatic encephalopathy, the degenerative brain disease also found in Seau's brain after the popular player shot himself in May.

"This success comes at a price to the players who make the game great," Seau's parents said in their lawsuit, which was consolidated with the other Brody cases last month.

As the 2014 withdrawal of US troops in Afghanistan draws closer, a lot of attention has been paid to how to care for the soldiers coming home, many of whom have done multiple tours. Attention is also being paid, as Jessie Knadler points out in The Daily Beast, to the animals they bring home with them.

Some dogs rescued from war zones appear to be coming home with their new masters exhibiting signs of post-traumatic stress disorder ? even when their owners aren?t ?? as they adjust to not having to navigate land mines or sudden fights.

What?s the method to ease such a transition?

?All we could give her was time, love, freedom, and lots of exercise and discipline,? writes Ms. Knadler of Solha, the dog her Army Reservist husband brought home with him from Kandahar. ?Is that how to treat canine PTSD? I don?t know. But Solha is a different, calmer dog today than she was a year ago. And she?ll never have to fight another dog again.?

By the time a 15-year-old schoolgirl named Malala Yousafzai was shot point-blank by the Taliban six months ago in Pakistan, her activism and story had captured interest around the world. She exemplified a rare courage, spunk, and determination that made her a powerful symbol of the fight for female education amid extremism.

It was the media that handed this young girl the soapbox ? and possibly made her a target, worries Syed Irfan Ashraf, who first put Malala on camera when she was just 11 years old.

Disclosing the guilt he felt for doing so, he told Marie Brenner of Vanity Fair, ?No one was paying attention to what was happening in Mingora. We took a very brave 11-year-old and created her to get the attention of the world. We made her a commodity.?

The economy of unwed mothers

Good news: Over the past two decades, teen birthrates have fallen. The other news? By the time American women turn 30, about two-thirds have had their first child ? usually outside of marriage, according to a recent report highlighted in The Atlantic Monthly.

Take note of ?usually outside of marriage,? writes Derek Thompson, asking, ?Why so few marriages?? The answer, he writes, is best seen through the lens of three factors:

?(1) The changing meaning of marriage in America; (2) declining wages for low-skill men; and (3) the declining costs of being a single person.?

It used to be that the marriage contract was entered into in the US with specific roles in mind. The wife would stay home and take care of the kids, and the husband would go to work and put food on the table. That model has been upended.

?Think of marriage like any other contract or investment. It?s most likely to happen when the gains are big. So we should expect marriages among low-income Americans to decline if women perceive declining gains from hitching themselves to the men around them.?

Back to life, back to reality

Right now scientists in South Korea are combing the frozen remains of woolly mammoths looking for the scientific version of a needle in a haystack: a live cell. Any live cell. If they find one, they?ll try to use it to bring the mammoth back from centuries of extinction. (Don?t worry, they?ve got a Plan B.)

Roll your eyes if you must, but, writes Carl Zimmer in National Geographic, the idea of bringing vanished species back to life has percolated in popular culture and in science labs at least since ?Jurassic Park,? and that technology is close ? really close.

Indeed, advances in manipulating stem cells, in recovering ancient DNA, and in reconstructing lost genomes has pushed science closer to reviving that which was once thought to be lost for good. Remember Dolly, the first sheep to be cloned in 1996? Amateur. Scientists now offer up the hopeful example of Celia the bucardo (an extinct type of mountain goat).

?Celia?s clone is the closest that anyone has gotten to true de-
extinction. Since witnessing those fleeting minutes of the clone?s life, [Alberto] Fern?ndez-Arias, now the head of the government of Aragon?s Hunting, Fishing and Wetlands department, has been waiting for the moment when science would finally catch up, and humans might gain the ability to bring back an animal they had driven extinct.?

The question now is, Should it be done?

? ?The history of putting species back after they?ve gone extinct in the wild is fraught with difficulty,? says conservation biologist Stuart Pimm of Duke University. A huge effort went into restoring the Arabian oryx to the wild, for example. But after the animals were returned to a refuge in central Oman in 1982, almost all were wiped out by poachers. ?We had the animals, and we put them back, and the world wasn?t ready,? says Pimm. ?Having the species solves only a tiny, tiny part of the problem.? ?

Guns and garden gnomes: 3-D printer revolution is now

Addressing a packed auditorium at Austin?s South by Southwest festival last March, Bre Pettis, keynote speaker and co-founder of MakerBot, one of the leaders in desktop 3-D printers, described the increased interest and affordability of his company?s product as heralding the ?the next Industrial Revolution.?

"Revolution" is often used even when the result doesn't match the definition ? a complete change from the way things were before. Add "Industrial," and the comparison implies not just a change in manufacturing, but society as well, from improved living standards to changes in social class structure. Whether ? and how ? desktop 3-D printing can bring such changes is much debated, and remains to be seen.

Thanks to companies such as MakerBot, the bulk, expense and technical inefficiency that kept the 30-year-old technology known as Additive Manufacturing ? or 3-D printing ? confined to major laboratories and factories, is a thing of the past. Now, for less than $3,000, anyone with basic computer skills and an interest in learning more can download and personalize or create a computer-assisted design (CAD) that a printer will fabricate, layer by layer of filament.

Pettis is not the first to make the ?next Industrial Revolution? comparison. For some within the maker community ? subculture of tech-based do-it-yourself-ers ? the increased accessibility of 3-D printer technology means "the end of consumerism.? Conversely, tech analysis firms Gartner predicts that 3-D printing could create opportunities for new product lines created in-house by local retailers. And Daniel Suarez, who spent a decade developing logistics and production planning software for major multinational corporations (and is also a best-selling novelist who writes about near-future technologies) predicts that "3-D printing will be a disruptive economic force in the next two decades ? but I also think this disruption will benefit average Americans by causing a resurgence in local manufacturing."

Fervor over 3-D printing?s potential has only increased since SXSW, when Pettis introduced a prototype for the MakerBot Digitizer, which will scan small objects with the end goal of 3-D fabrication. He illustrated the Digitizer?s potential with a projection of a garden gnome, scanned to create ? another garden gnome.

For those who don?t so much see an endless supply of home-printed garden gnomes as ?revolution,? so much as a shot at getting on A&E?s ?Hoarders,? there?s Cody Wilson, the notorious public face of Defense Distributed. Wilson is a University of Texas law student recently licensed to manufacture guns by the Bureau of Alcohol, Tobacco, Firearms and Explosives. In March, Defense Distributed, much to the consternation of gun control advocates, printed the plastic lower receiver for an AR-15 semi-automatic rifle ? the portion of a firearm that carries the serial number ? which that can fire more than 600 rounds.

Scary, legal and ? as Wilson points out ? a 3-D printed result that actually does something.

Wilson latched on to Pettis?s garden gnome to express his frustration with the maker community to make something more than geegaws during his riveting yet sparsely attended SXSW presentation about Defense Distributed and DefCAD, an open-source CAD design website he launched after MakerBot?s Thingiverse CAD site dumped all the gun designs from the site following the mass shooting in Newtown, Conn.

A cursory scan on Thingiverse finds a sea of files to create iPhone cases, and myriad holders and stands, but other than clock components, parts to complete a cigar box ukulele, and a theoretical design for a working camera, there isn?t a lot on the open source data base that does stuff.

Wilson is using the platform of 3-D printing to make a political statement about? and push the boundaries of ? liberty and the freedom to share information. ?I think this isn't a project about firearms, it?s a project about political equality,? Wilson recently told NBC?s Nightly News.

The potential Wilson sees for for 3-D printers isn't just about guns, but prosthetics and other medical devices, even drugs, putting the means of production in the hands of the people.

Pettis and Wilson are often portrayed as polar opposites in the 3-D printer movement, but they both face the inevitable roadblock of all new digital technology ? intellectual copyright law.

"When it comes to 3-D printers, groups producing tools, weapons, and reproducing patented or copyrighted objects will be where all the debate and legal fireworks will occur," Suarez told NBC News.

"Sure, a copyright holder might get upset when individuals reproduce their trademarked cartoon character as little plastic tchotchkes, but I suspect this will follow the same path as digital music and torrented video ? namely, there will be several high profile legal cases against perceived infringers until big companies realize technological advances have made this an unstoppable tide."

And so begins the revolution.

Bird Flu Appears to Have Mutated

In a worrisome sign, a bird flu in China appears to have mutated so that it can spread to other animals, raising the potential for a bigger threat to people, scientists said Wednesday.

So far the flu has sickened nine people in China and killed three. It's not clear how they became infected, but there's no evidence that the virus is spreading easily among people.

But the virus can evidently move through poultry without making them sick, experts said, making it difficult to track the germ in flocks.

The findings are preliminary and need further testing.

In the wake of the illnesses, the Chinese Center for Disease Control and Prevention shared the genetic sequence of the H7N9 virus with other scientists to help study how the virus might behave in different animals and situations.

One scientist said the sequence raises concern about a potential global epidemic, but that it's impossible to give a precise estimate of how likely that is.

"At this stage it's still unlikely to become a pandemic," said Richard Webby, director of a World Health Organization flu center at St. Jude Children's Research Hospital in Memphis, Tenn.

"We should be concerned (but) there's no alarm bells ringing yet," he said.

The virus has genetic markers that would help it infect people, Webby said. That makes him worry about a pandemic a bit more than he does for other bird flu viruses, such as the H5N1 virus that emerged a decade ago, he said.

"The tentative assessment of this virus is that it may cause human infection or epidemic," said Dr. Masato Tashiro, director of the WHO's influenza research center in Tokyo and one of the specialists who studied the genetic data, "It is still not yet adapted to humans completely, but important factors have already changed."

Flu viruses evolve constantly, and scientists say such changes have made H7N9 more capable of infecting pigs.

Pigs are a particular concern because bird and human flu viruses can mingle there, potentially producing a bird virus with heightened ability to spread between humans, said Dr. William Schaffner, a flu expert at the Vanderbilt University School of Medicine. That's what happened in 2009 with swine flu.

The scientists who inspected the genetic data also said that based on information from the genes and Chinese lab testing, the H7N9 virus appears able to infect some birds without causing any noticeable symptoms. Without obvious outbreaks of dying chickens or birds, authorities could face a challenge in trying to trace the source of the infection and stop the spread.

If there are no obvious symptoms in birds or pigs "nobody recognizes the infection in animals around them. Then the transmission from animal to human may occur," Tashiro said. "In terms of this phenomenon, it's more problematic."

This behavior is unlike the virulent H5N1 strain, which set off warnings when it began ravaging poultry across Asia in 2003. H5N1 has since killed 360 people worldwide, mostly after close contact with infected birds.

If the latest virus continues to spread in China and beyond, "it would be an even bigger problem than with H5N1, in some sense, because with H5N1 you can see evidence of poultry dying," said University of Hong Kong microbiologist Malik Peiris, who also examined the genetic information.

He urged China to widely test healthy birds for the virus in live animal markets in the parts of the country where the human infections have been reported.

Ready for a one-way trip to Mars?

A Dutch company wants to send four people, selected via reality-show-style elimination, on a permanent trip to the Red Planet in 2022.

Humans may not have landed on Mars just yet, but that isn?t stopping a Dutch company from devising a plan to send four people to the Red Planet within the next 10 years. The initiative, dubbed Mars One, aims to send a small group of people to Mars in 2022 and eventually establish a permanent colony on the planet.

"Everything we need to go to Mars exists,? said Mars One?co-founder Bas Lansdorp. ?We have the rockets to send people to Mars, the equipment to land on Mars, the robotics to prepare the settlement for humans ? so, for a one-way mission, all the technology exists.?

But that?s the caveat: The four astronauts chosen for the trip will be stuck on Mars?? forever.? And despite Mars One?s thorough planning, there are a number of challenges that may prevent the mission from ever taking place. The biggest road block could be the mission?s $6 billion price tag. However, Lansdorp is confident that Mars One will be able to fund the project by selling the broadcast rights for the mission and subsequent experiences living on the planet.

Those broadcast rights will also play a part in helping to select the people who will be sent to Mars. Lansdorp said the company will hold a national selection process akin to a reality show. Lansdorp is expecting at least 1 million applications from people around the world, ABC News reports.?

In addition to the cost, several other potential problems could inhibit the mission to Mars. ? ?

"To send people there with life support, with food, with air, with all the other things that they'll need ? books, entertainment, means of communication and means of providing for their own resources for a long stay on Mars ? that's even more challenging,? said Adam Baker, senior lecturer in space engineering at Kingston University in London. ?The sheer size of the rockets you'd need to do this would be absolutely colossal.?

However, Mars One is up to the challenge. The company hopes to launch a rocket in 2022 and land on Mars in 2023. ABC News reports that the initial group would work on constructing a colony on Mars, while additional team members?would continue to land on the planet every two years.?
